1. Context

Center for Land Governance, NR Management Consultants Pvt. Ltd requires one Assitant Manager and one Senior Manager to be located at Bhubaneswar office.

NRMC is a technical and managerial advisory firm in the development sector that provides evidence-based solutions for sustainable, equitable and inclusive development. Center for Land Governance is a new initiative of NRMC, which attempts to bridge information gaps, create evidence and build platforms for connection and conversations amomg land-stakeholders, through knowledge engagements around action and policy research, evidence-based advocacy, communication and capacity building. (


CLG organises annual India Land Development Conference (ILDC; to connect with various institutions, international NGOs, Government for inclusion, innovation and capacity to land governance. The ILDC started in 2017 with an encouraging response and continues to happen as an annual event.


2. Purpose

Center for Land Governance conducts/supports research, studies and advocacy initiatives to contribute towards improving land governance and management practices. Further, it also aggregates, summarizes and analyse state and country specific data to understand the trend and issues related to land governance. It involves desk review, internet based survey, secondary research, preparing compendiums, data visualisation and presentation, writing policy briefs etc. . Currently NRMC India under Center for Land Governance is looking for a Assistant Manager and Senior Manager to support the work around land governance and policy research.


3. Responsibilities

Key Responsibilities envisaged for the positions are as follows:- 

  • Work on data and policies around land disciplines and interdisciplinary issues using research, knowledge-management, evidence-based advocacy and other engagement strategies. The focus will broadly include policies and programs on land tenure security, mapping, land records, administration, investment and conflict, community land rights,customary tenure, women land rights. There are also works related to application of IT/ GIS/ QGIS based technologies and use of open access information in improving land governance. 

  • Analysis land related policies, including from other country contexts, and identify critical policy engagement and advocacy areas and priorities; development of engagement or advocacy plans, strategies, key policy asks and briefs, etc, on those identified areas. 

  • Develop research concepts, proposals and protocols on critical policy themes and topics that are relevant for advancing the land governance agenda and support the conduct of research; disseminate results widely within ILDC network and externally through appropriate measures to all critical audiences; and follow up and coordinate knowledge translation and policy uptake measures. 

  • Liaising with all nodal programs, departments and ministries of the Government(s) related to the thematic area; providing necessary support to them and establishing coordination mechanisms for achieving the strategic goals and priorities related to land governance. Represent Center for Land Governance’s role as development partner, as necessary, in the concerned ministries and departments. 

  • Build relations and useful engagements with key stakeholders, intellectuals and policy think tanks that work on the thematic area; initiate and strengthen collaborations with relevant ones. 

  • Articulate Center for Land Governance’s position with other prominent organisations and think tanks working in the land governance and linked sectors and build network spaces and common ground on important topics. 

  • Identification of critical policy areas issues and asks on land governance and allied sectors for regional and state offices; guiding or supporting them to effectively take these forward with relevant sector players. 

  • Organise meetings, conferences, seminars, and workshops on various policy issues and themes as required. 

  • Supporting resource mobilisation initiatives to take forward the relevant policy work on land governance and allied themes. This will include leading or supporting development of project proposals and grant applications. 

  • Other responsibilities related to the thematic area, as assigned by the reporting authorities from time to time. 

4. Eligibilities and requirements

Educational Qualifications

Post-graduation (or equivalent) qualification from reputed institutions in relevant areas such as: public policy, water/natural resource management, environment, development studies, social sciences, economics, engineering, law and management



  1. Senior Manager: Over 6 years of relevant work experience in similar organisation/ functional context.

Other Desirables:

Evidence of inter disciplinary engagements, especially around research and analysis  

  • Experience on conducting internet based research and other use of other contemporary research methodologies; 

  • In-depth understanding of drivers of public policy change and decision making/ governance structures and processes in India within the legal, policy and institutional framework; 

  • Relevant experience on conducting research and knowledge sharing events; demonstrable experience and interest in policy analysis, data crunching, concurrent documentation, design infographics, writing and publishing; 

  • Relevant experience on using/ developing GIS/ QGIS based data visualisation and geo spatial skill; 

  • Excellent communication skills in English, both oral and written; Knowledge/ skills in other Indian languages will be an added advantage; 

  • Excellent interpersonal skills and networking skills; ability to work effectively in a complex and politically sensitive policy environment; 

  • Ability to forge effective working relationships at senior level external stakeholders including senior government officers and the media; 

  • Ability to multi-task and to work within a multi-disciplinary team environment and a complex organisational structure;
