Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. EpiC is dedicated to achieving and maintaining HIV epidemic control among at-risk adult men, women, priority populations and key populations and the project is led by FHI 360 with core partners Population Services International (PSI), Palladium Group and Right to Care. Currently, EpiC and its consortium members are implementing HIV activities in 30+ countries.

In India, EpiC has been collaborating with the National AIDS Control Organization (NACO) and Global Fund partners to implement the community systems strengthening (CSS) framework, with a focus on organizational capacity strengthening of community-based organizations (CBOs) and community networks.

Introduction to Sampoorna Suraksha Strategy (SSS) of National AIDS Control Organization (NACO):

Under the fifth phase of the National AIDS Control Program (NACP-V), the Sampoorna Suraksha Strategy (SSS) is a new form of “Immersion Learning Model” of service delivery for a comprehensive preventive services package that has been developed to reach populations who do not self-identify as high risk groups (HRGs) but are at-risk of acquiring HIV or sexually transmitted infections (STI) due to risky behaviors of self or partner(s) and are possibly at-risk of getting infected and are still being missed-out.

SSS is being implemented through the Sampoorna Suraksha Kendras (existing NACP facilities i.e., integrated counseling and testing centers (ICTCs) or designated STI/RTI clinics (DSRCs) functional at the districts) which are and will deliver a comprehensive service package under one roof and address the health needs of the beneficiaries. The service package is designed to include a holistic set of services customized as per clients’ needs, with strong linkages and referrals to other services and social security schemes, and rigorous client outreach and follow-up by using different modalities that may include virtual platforms through various apps and other strategies.

Hence, the Sampoorna Suraksha Strategy will-

• Ensure comprehensive prevention service package customized to geographies and vulnerable populations to maintain their HIV & STI negative status.

• Sustain focus on all at-risk HIV negative clients including:

1. Direct Walk-in beneficiaries at ICTC (and their spouse / partner(s))

2. Clients attending DSRC/STI Clinic & their partners

3. Adolescent and Youth Populations (As per NFHS definition)

4. Vulnerable Virtual Population

• Drive the development and roll-out of new generation communication strategies.

150 districts were identified as part of the program using pre-determined criteria. The program has been rolled out in 75 districts of 10 States in the Phase 1 (with 10 districts in 3 States in the “pilot” phase). An additional 75 districts of 10 States in Phase 2 are added during the Global Fund grant period 2021-24. The existing identified 116 SA-ICTCs and 34 DSRCs under NACP have been re-modelled into Sampoorna Suraksha Kendras (SSKs).

In the next grant cycle of Global Fund (2024-27), SSS is being scaled-up, there will be 339 more SSKs established year wise in 339 districts of 33 States i.e., 100 in 2024-25, 100 in 2025-26 and 139 in 2026-27 along with the existing 150 SSKs, hence there will be total 489 SSK units established by March 2027 under Global Fund Grant 2024-27. These units will be within the government health institution in identified NACP Facility i.e., SA ICTC or DSRC.

EpiC India supports the National AIDS Control Organization (NACO) to establish Sampoorna Suraksha Strategy (SSS) Project Management Unit (PMU) at NACO, New Delhi, and is looking for suitable candidates for the position of Associate Technical Experts (Two positions). The incumbents will directly work under NACO and from NACO’s office premise in Janpath, New Delhi.

Job description of the Associate Technical Expert Technical Expert is as below:

• Facilitate the effective management and implementation of Sampoorna Suraksha Strategy.

• Assist in conducting training and capacity building of staff engaged in Sampoorna Suraksha Kendras.

• Wherever required, coordinate with the organized public sectors and private sector organizations/ departments to ensure quality service delivery through these Sampoorna Suraksha Kendras.

• Conduct periodic review meetings with states/ departments to monitor the status of program implementation, prepare and share the reports.

• Monitor the SSK budget.

• Facilitate the supportive and supervisory mechanism for the SACS and District team to monitor the program performance at District and State level.

• Work under the guidance and supervision of Technical Lead to facilitate the implementation of the activities at Sampoorna Suraksha Kendras

• Assist in preparation of the annual, physical and financial report and plan for SSS for the country.

• Ensure the timely reporting from each SSKs and SACS and do follow ups.

• Analyze the program performance of the SSS and submit the recommendation and action point.

• Assist in modifying the strategy to reach out to newer populations through SSKs and based on the mid-term reviews.

• Develop documents pertaining to process documentation and best practices.

• Track reporting from all reporting units and generate monthly status updates.

• Conduct field visits to SSKs especially in weak performing states and districts.

• Assist in conducting Stakeholder meetings, conferences/ consultations/workshops, field visits.

• Any other work assigned by Reporting Officer/ Senior Officers of NACO.

Qualifications and Experience

• Masters in Social Sciences / Social Work/ Public Health/ Psychology

• Proficiency in the usage of the computer (MS-Word, MS Excel, MS – Access)

• Strong communication (written & oral) skills.

• Minimum 05 years of work experience in the field of development/ health programs preferably HIV/AIDS at State/ National level.

• Excellent understanding of HIV/AIDS and development issues.

• Experience of implementing National level projects/programs

• Experience of writing technical documents

• Strong report writing skills.

• Excellent understanding of Health Systems and health issues
