A. Background of the Project :
Immunization is a proven success story for global health and development, saving millions of lives every year. Vaccines play a pivotal role in prevention and control of many communicable diseases and have attributed to the reduction in the number of deaths from infectious diseases, dramatically. Since vaccines also prevent disability, which can impair children’s growth and cognitive development, vaccination ensures that the child not only survives but also flourishes.
Vaccinating this cohort is significantly important considering the generalised vulnerability and the evidence that communities with zero dose children also have a significant number of under vaccinated children. Zero-dose children are more likely to experience early childhood nutritional failures linked to high risk of morbidity and mortality in childhood, poor growth trajectories, and poor health outcomes over the life course.
Missed communities, which are home to clusters of zero-dose and under vaccinated children, are vulnerable to recurrent vaccine preventable disease outbreaks, such as measles, which spread rapidly, worsening health and development outcomes. These missed communities often face multiple deprivations and vulnerabilities, including inadequate access to basic services like water and sanitation, socio-economic inequities, and often gender related barriers (like mother’s access to education, lack of household decision-making for healthcare, gender based violence, child marriages and teenage pregnancies).
The deprivations exist across multiple geographic settings, predominantly in urban/peri-urban, remote rural or conflict settings. Thus, reaching zero-dose and under vaccinated children would mean reaching the missed communities they are part of and building the link to the healthcare system and essential services. Thus, the imperative of reaching and ensuring complete immunization for zero-dose children becomes pressing.
Under Zero Governments Strategic Approach for reaching zero dose children, Ministry of Health Mandated UNDP India to provide technical and implementation support for nationwide roll-out of U-WIN. U-WIN is world’s largest Electronic Immunization Registry for registering Pregnant woman and children and further established digital tracking mechanism for vaccination status to reach and reduce zero dose children.
For nationwide roll-out of U-WIN, U-WIN coordinators – Project Delivery will be placed at multiple locations to coordinate with district and state functionaries.
A. Main Purpose :
U-WIN Coordinator- Project Review will support State PMU for monitoring and review of program reports. U-WIN Coordinator – Project Review will further ensure periodic review of U-WIN and ensure utilization of data sets.
B. Duties and Responsibilities:
• Under the direct supervision of State Coordinator and in close coordination with the Vaccine and Cold Chain Manager (VCCM) of the districts, the U-WIN- Coordinator – Project Review will provide regular technical and handholding support for the implementation of U-WIN
• Regulary monitor the U-WIN dashboard and reports and will provide evidence-based support to State and District officials
• Verify data integrity / accuracy of system developed reports from U-WIN software from mobile/ webbased solution
• Manage and track data and ensure data security
• Submit periodic reports to the reporting officer as decided by UNDP. This includes Monthly workplan and activity report, travel logs and vouchers and attendance report
• Support in district training programs with delivery / quality control of technical contents related to U-WIN.
• Ensure that all users at district level are aware of the software upgrades and latest version of U-WIN mobile application is used by the users (Vaccinators).
• Consolidation of the relevant feedback received from the various users at State and district level.
• Follow-up with Project Officer - Operations and Vaccine Cold Chain Manager (VCCMs) and in the districts for resolution of issues
• Software Documentation as and when required
Capacity Building and Technical Assistance:
• Partners at the state and district level health vaccination machinery to assess and understand the capacity needs and support required for the effective and timely implementation of U-WIN.
• Based on the assessed needs support in undertaking capacity-building at the district level.
Program Review:
• Undertake extensive field visits to monitor the implementation of the system and providing technical inputs to address gaps and bottlenecks.
• Assist, support and monitor the identified implementing agency in the implementation of the system at the state, district and sub district level
• Document the U-WIN implementation process and analytical learnings from the implementation
• Support state/ district staff in development and production of MIS reports from the system as and when required for monitoring purpose.
• Undertake field visits prioritizing districts which are lagging behind in implementation of project activities.
• Regular analysis of coverage patterns, consumption patterns, wastage rates at state level to help develop monthly reports to support Sate Immunization Officer in taking corrective actions.
Insttutional Arrangement – Reporting Structure :
U-WIN Coordinator- Project Review will have overall reporting to Regional Project Analyst (NPSA).
U-WIN Coordinator- Project Review will work under the guidance of State Project Officer for day-to-day activities.
U-WIN Coordinator – Project Review to coordinate with respective Regional Project Operations Assistant (NPSA) for operational related work for attendance, travel and other activities.
Min. academic education:
• Masters in Computer Sciences / Information Technology / Statistics from a reputed University / Institution.
• Bachelor’s degree in Computer Sciences / Information Technology / Statistics from a reputed University / Institution with an additional two years of experience.
Min. years of relevant work experience:
•Minimum 2 years’ experience of handling complex database / health related software/e-Governance is essential.
• Experience of training and operationalization of any health-related database will be added advantage.
Required skills:
• In-depth understanding of computer software, its applications, health database, data elements, reporting, analysis.
• Experience in managing information technology driven projects is desirable
• Should have analytical, negotiating, communication and advocacy skills
• Should have excellent computer knowledge in MS Office and other applications
• Experience of working in the State Government or other international development organization will be an asset
Required Language(s):
• Good knowledge of written and spoken English is required.
• A good working knowledge of local language of the duty station will be needed.
