Manager - Programme
BACKGROUND
The Hans Foundation (THF), established in 2009, is a Public Charitable Trust that works towards creating an equitable society to enhance quality of life for all through the empowerment of marginalized and underprivileged communities in India. The Hans Foundation works for the Health and Wellbeing of remote and under-served groups, with an additional focus on children, persons with disabilities and women. THF also works for holistic Education and Livelihood development of our communities. Our Two-Fold Strategy involves identifying and working within Aspirational Districts and high poverty index in the North, North-East and East regions within specific states, as well as catering to lower-income and migratory populations in cities, through urban programs.
Over its 15 years of existence, THF has reached more than 35 million beneficiaries through its programs. THF works with communities through direct implementation of projects on the ground in addition to providing local management and monitoring support to not-for-profit organisations in India funded through THF USA and RIST.

1. JOB PURPOSE
As a member of the THF Program Team, the Manager would manage the NGO partners engaged in implementation of projects supported by THF / RIST. S/he would identify geographical locations with low (HDI) and identify potential and credible NGOs to undertake project implementation. The project would aim at addressing immediate, intermediate and underlying causes of problems. The position would be accountable for the deliverables and the effectiveness of projects in meeting the success indicators defined in the logical framework.
2. KEY ACCOUNTABILITIES
A. Identification of Partners:
Identify potential partners in different geographical regions of India with low Human Development Index under the programming priorities of The Hans Foundation.
Review Concept Notes submitted by the potential partners. Also, Undertake reviews of proposals submitted by the partners for funding against the sectoral approaches of The Hans Foundation.
B. Review of Proposals: Finalise proposals by the potential partners based on the observations of the Proposal Review Committee and RIST. Accordingly, Prepare One-Pagers for approval of projects by THF and RIST.
C. Agreement and Documentation: Facilitate the Equal Determination process of the partners and coordinate for availability of all the documents. Signing of agreements by the partners and RIST and ensure uploading of all documents in SMA tool of RIST.
D. Monitoring and Evaluation:
Monitor projects to ensure that deliverables are achieved with quality and within budget and timelines.
Carry out a review of partners reports and conduct analysis in terms of accomplishments of deliverables, quality of reporting, utilization of budget and the overall timelines and provide feedback to partners.
Embark on field visits to monitor projects against defined Terms of Reference approved by the Director Program and Evaluation. Conduct two-three visits per year for each project. Develop field review visit reports within 7 working days of the field visits.
E. Project Development: Extend support in development of project design ideas, thematic papers and concepts on different technical interventions of The Hans Foundation.
F. Finance and Budgeting: Ensure utilization of program funds in accordance with approved activities and standard financial procedures by reviewing the Financial Utilization Reports.
G. Learning Dissemination and Communication: Write case studies, quarterly and annual reports and any other publication as need arises. Conduct partners learning and dissemination events.
3. Other Indicative Requirements
Educational Qualifications Masters in any discipline. Any degrees relevant to the field will be preferred.
Functional / Technical Skills and Relevant Experience & Other requirements (Behavioural, Language, Certifications etc.)
At least 10 to 15 years of intensive work experience in the social development sector, including a minimum of 5 years in grant management.
Excellent written communication skills (English a must, Hindi an asset).
Proficiency in G-Suite/MS Office (G-drive, Google Forms, PowerPoint, Word, some Excel as an asset)
Applicant should be willing to travel (10-12 days in a month) to the field and interact with partners and field staff

As the foundation took its first steps, we soon realized that though rescue and relief of a charitable nature would always be an essential part of the work – or as my mother calls it ‘work of the heart’ – it was important to glimpse into the future and create pathways to sustainability and independence – or in other words ‘work of the head’.
We dreamed big from the get-go. We never restricted ourselves to one state or region. We purposefully kept away from religious and communal divides. Our basic tenet was and remains to provide and improve access. That no one in our big, beautiful country should be bereft of clean water or the right to send their children to school. No one should die of lack of medicine or doctors. Children have to be provided the tools to pursue their dreams and accomplish great things. Disabled people have the same basic human rights and dreams and need support to realize those dreams. Every farmer in India should have access to technology and methods to improve his path in life. And that is how I see the foundation today. A means for many.
