About the Organization
ChildFund India, a child development organization registered in India in 1984, has been working with children, youth, and families from the most remote, extremely backward, and hard-to-reach areas, with a vision to build “an India where children lead a dignified life and achieve their full potential”. ChildFund India works in the rural belts of the country, now slowly expanding its focus to urban locations too, where child protection issues and violence against children are prevalent. Its programs provide comprehensive support to children from their conception until they reach 24 years of age by integrating health, nutrition, sanitation, gender equality, education, skill training, livelihoods, child protection, and humanitarian relief work. ChildFund India annually reaches lakhs of children, youth, and their families across the country, through its programs. ChildFund India’s unparalleled longstanding community presence in India, long-term partnership with grassroots organizations and relations with relevant stakeholders especially the Government ensure that its holistic interventions foster an enabling environment where children can grow to their fullest potential. Currently, it works in 78 districts across 12 states in India.
Brief about assignment
ChildFund India is awarded a project by Olam Food Ingredients (OFI) for tackling the root causes of child labour in India spices supply chains in Bhadrachalam and Barmer regions of Andhra Pradesh and Rajasthan in India. The key deliverables of the project are (i) improved community and company level systems to prevent, monitor and remediate child labour in cumin and chilli farming communities and (ii) to reduce vulnerabilities of children by improving livelihoods of farmers, workers and farming communities.
India has a young population, a powerful asset for national progress. But to reap the benefits, these young minds need the right tools. Youth skill development is a necessity now to equip them with relevant skills for the ever-evolving job market. Major challenge of skill development initiatives is to address the needs of huge population by providing skills in order to make them employable and help them secure decent work. Skill development for persons working in the unorganized sector is a key strategy in that direction. This will also inculcate dignity of labour and create greater awareness towards environmental, safety and health concerns.
Rapid technological advancements and digitalization are reshaping job markets. Many young people lack the skills needed for modern industries due to gaps in education and training. Enabling environments, mentorship and opportunities for personal growth enable young people to navigate life’s complexities and reach their full potential.
Programs focusing on essential technical and soft skills, youth employability, entrepreneurship and digital literacy are vital for equipping young people with the competencies required to thrive in evolving economies. By conducting job market surveys, partnering with employers, and providing vocational and entrepreneurial training, we create safe, sustainable employment opportunities
This Market assessment to be conducted to identify decent work opportunities for young people aged 17-24 years. This will inform the training and career counselling to the young people develop the appropriate skills.
Intervention and direct beneficiaries: The program will reach around 500 youths through skill development program covering 71 villages in East Godavari (ASR), West Godavari (Eluru) districts of Andhra Pradesh, Jayashankar Bhupalaplli (Mulugu) district of Telagana state. Barmer and Jaisalmer districts of Rajasthan.
The project will implement skill development training for employability and entrepreneurship, extension services; key project activities are below
Community Mobilization to identify adolescents and youths for skilling programmes
Career counselling for adolescents & youths (18-24 years) trained through the programme
Trainings on soft skills/life skills (15-24 yrs), financial literacy (17-24 yrs), & vocational skills (18-24 yrs) for adolescents and youths
Specific and identified job role/trade Skill development programmes in the locations
500 unemployed young farmers/youths will be given employability skills and basic entrepreneurship training to start small and micro enterprises in agriculture and related sectors
Skill development programmes will be conducted in identified and interest trades/job roles which are in demand in the regions.

Purpose of the assignment
To conduct market assessment study to identify relevant trades across the target regions for youth
Mapping the skill ecosystem in both regions
The assignment will help the organization to implement the project in an effective way.
Methodology
The methodology should be defined by the consultant but should ensure in development of the guidelines by covering key tasks / areas and objective of the project to train the youths in skill development programs, vocational training programmes in the implementation area.
Geographical area to be covered: There are two locations Bhadrachalam region in Telangana and AP while Barmer region in Rajasthan. East Godavari (ASR), West Godavari (Eluru) districts of Andhra Pradesh, Jayashankar Bhupalaplli (Mulugu) district of Telagana state will be covered in the assessment. Similarly, from Rajasthan state, Barmer and Jaisalmer districts are included in it.
Scope of the work
The market study should provide a critical reference point for assessing skill development programs with different sectors, trades/job roles. Labor market assessment involves analyzing the supply and demand for labor in a particular area or sector. This market assessment study expected to create a skill ecosystem for skill training and placement.
The scope of work for this assignment encompasses the following key tasks and activities:
Supply of labor: Undertake primary data collection and secondary desk research and analyze all necessary documents on demographics, NEET, Age, gender, education level, and skill sets of the workforce, labor force participation, Unemployment rates, overall and segmented by demographics or industry
Demand for labor: (i) Capturing information relevant sector, trades, job openings, number and types of available positions. (ii)Industry growth, sectors experiencing growth or decline. (iii) Employer requirement, Skills, qualifications, and experiences sought by employer and (iv) Detailed analysis on district skill development plans, National Skill Development Corporation, State Skill Development corporation, National Skill Qualification framework and demand from relevant sector skill council
Wage Analysis: Average wages across different industries and job types. Wage trends.
Educational and Training Institutions: Availability of skill development training programs and institutions providing relevant skills. Alignment with industry needs, how well education and training match labor market demands.
Sustainability and resource mobilization: capturing details on skill development policies schemes like PMKVY, DDU-GKY, Jan Shikshan Sansthan. Skill development institutions, colleges etc.

The consultant is expected to submit Market assessment study report. In addition to the Market assessment study report the consultant shall submit a detailed skill development center information in the project locations with training calendar

Time lines
The Market assessment study will need to be completed within 7 weeks. Consultant to provide Gantt chart of 7 weeks (50 days) for proposed assignment. The draft report should be submitted before 25th April 2025. And the Final should be submitted on/before 20th May 2025.
Management and Reporting Arrangements
The consultant is expected to work closely with the Program Director, and Director- Knowledge Management & Learning. The consultant will coordinate with this group for all technical deliverables and support required which may include:
Provide the documents mentioned under available documentation.
Provide technical assistance
Support in finalizing the methodology
Ensure quality of the report
Tracking progress of the assignment
Agency profile/ Eligibility Criteria
ChildFund India will consider agencies/consultants with the following criteria for this assignment-
A research agency/individual with strong methodological approach
A competent team with experts on the thematic domains
Excellent presentation and writing skills
Previous experience of high quality evaluation studies (preferably 15-20 years in developing Evaluation studies)
Ability to conduct this study within the given timeline
Sufficient human and technical resources to undertake all aspects of the assignment effectively.
Ability to work within the specified timeline and deliver high-quality outputs within the agreed-upon budget.
Evidence of successful completion of similar projects, including testimonials or case studies.
Adherence to ethical principles and standards, including child safeguarding policies and data protection regulations.

All data and information collected / gathered/ produced/ Delivered for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of the Terms of Reference (ToR). All intellectual property rights arising from the execution of the ToR are assigned to the ChildFund India. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties and would have no right of use of the same without the expressed advance written authorization of the ChildFund India. All the materials produced under this assignment shall remain the property of ChildFund India who will have sole ownership on it.

Financial Proposal
ChildFund India is focused on achieving value for money in its work. This doesn’t simply equate to opting for the lowest cost, but rather ensuring the quality of the work is high and that the proposed costs are reasonable. Proposals should detail personnel allocation, including roles, number of days, daily rates, and applicable taxes, along with any other relevant costs.
