IHAT PURPOSE AND PRIORITIES

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities.

The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals.

Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

ROLE PURPOSE

The Planning and Finance Expert will play a crucial role in the State Program Management Unit (SPMU),leading thefinancial planning, resource mobilization, and strategic program development for lead poisoning prevention initiatives in Uttar Pradesh.

The role involves designing and executing evidence-based programs, developing budgets, work plans, and relevant trackers. Key responsibilities include program management, research and evaluation, and stakeholder engagement. The expert will collaborate with government agencies, funding bodies, and policymakers to plan evidence based interventions, optimize resource allocation and drive sustainable interventions.

DIMENSIONS OF THE ROLE

Program Planning & Implementation: Support the design, execution, and scaling of lead poisoning prevention programs, ensuring alignment with evidence-based practices and community-specific needs.

Regulatory & Health System Assessment: Support the evaluation of regulatory frameworks and healthcare systems ensuring adequate financial planning for addressing  identified gaps, assess needs, and shape program priorities.

Monitoring & Evaluation: Establish metrics and evaluation frameworks to assess the effectiveness of lead remediation efforts, ensuring continuous improvement and accountability in program implementation.

Financial Planning & Budget Management: Oversee budgeting, financial forecasting, and resource allocation to ensure efficient allocation of funds for various initiatives and compliance with financial regulations. Coordinate with government finance departments to integrate lead mitigation efforts into state budgets and long-term planning

Strategic Advisory: Provide planning expertise to guide decision-making, optimize program execution, and drive long-term sustainability.

QUALIFICATIONS

Required Qualification: MBA/PhD in relevant field.

Experience: Minimum five years of experience in planning and supporting public health/public policy programs in India, with expertise in financial management and resource planning. Experience working in close coordination with national/state governments.

CRITICAL COMPETENCIES

Expertise in public health/public policy program planning and financial management.

Strong understanding of resource mobilization and budget allocation in public programs.

Experience in monitoring, evaluation, and impact assessment.

Ability to conduct regulatory and health system assessments to inform policy and program design.

Proficiency in financial planning, reporting, and compliance management.

Strong coordination skills to engage with government agencies, funding bodies, and program stakeholders.

Advanced proficiency in MS Office and financial management tools for budgeting and reporting.

External: Directorate of Medical Health/NHM/Senior Government Officials across relevant departments, World Bank representatives, and financial regulators involved in health budgeting.
