TERMS OF REFERENCE (TOR)

Description

The State POSHAN 2.0 Consultant will provide technical support to the Department of Women and Child Development for advocacy, capacity building, and monitoring of POSHAN 2.0 interventions in the state, leveraging existing government programs.

1. Background

Both the central and state governments have prioritized addressing malnutrition and are implementing Saksham Anganwadi and POSHAN 2.0 (Mission POSHAN 2.0). This includes key schemes such as POSHAN Abhiyaan, Anganwadi Services, and the Scheme for Adolescent Girls, which serve as direct targeted interventions to combat malnutrition in the country.

Mission POSHAN 2.0 aims to address malnutrition among children, adolescent girls, pregnant women, and lactating mothers through a strategic shift in nutrition content and delivery while fostering a convergent ecosystem to promote health, wellness, and immunity. The program focuses on diet diversity, food fortification, and popularizing the use of millets. Nutrition awareness strategies under POSHAN 2.0 emphasize sustainable health and well-being through wholesome local foods to bridge dietary gaps.

Additionally, POSHAN Abhiyaan promotes social and behavioral change communication (SBCC) through Jan Andolan to address inadequate and inappropriate infant and young child feeding practices, as well as nutrition and care during pregnancy and adolescence. Community-Based Events (CBEs) play a key role in disseminating essential messages and counseling pregnant and lactating women, their husbands, and mothers-in-law on proper nutrition and health practices.

Furthermore, POSHAN Maah and POSHAN Pakhwada are key Jan Andolan initiatives aimed at raising community awareness on crucial issues such as maternal nutrition, breastfeeding techniques, and complementary feeding practices. POSHAN Panchayat is another significant strategy to involve Panchayati Raj Institutions (PRIs) in advancing the Jan Andolan movement
