Role: Consultant - Gender Auditor
Location: Delhi/Hybrid
Reports to: Lead, Innovations and Private Sector, Samagra - PSI IPL
Tenure: 70-80 days working spread across 6 month period

PSI India Pvt. Ltd. (PSIPL) is a fully owned subsidiary of PSI, registered as a for-profit Limited Liability Company in 2015 with its Head Quarter in New Delhi. USAID-funded and PSI-led Project Samagra is anchored within PSIPL.
About the Project:
Samagra, led by Population Services International (PSI), strives to create an urban health ecosystem that is responsive, affordable, and equitable, and which provides quality preventive, promotive, and curative primary health care for the urban poor, with a focus on women, girls, and other vulnerable populations. In partnership with the USAID, the Government of India (GOI), and local public and private sector stakeholders, Samagra aims to improve access to affordable quality health services in urban areas enable good governance for urban health, and address the barriers related to social determinants of health including gender, nutrition, air pollution, among others.
Scope of Work:
Samagra, through its partners, works with various marginalized and urban poor communities to facilitate access to better healthcare and social entitlements. The communities are comprised of people (adults as well as children) with multiple vulnerabilities (gender, class, class, religion, disability, and sexual orientation to name a few). Samagra is seeking to promote gender equality and inclusivity in its operations, policies, and practice and aims to conduct a comprehensive assessment and improvement of Samagra from a gender and social inclusion perspective. The consultant will be responsible for conducting an in-depth review and analysis of the organization and project’s interventions, policies, procedures, and practices, and provide recommendations for enhancing gender equity and inclusivity.
Key Responsibilities
--Assess the project’s existing design, procedures, and practices from a gender and social inclusion lens
--Identify areas of improvement and potential gaps in gender mainstreaming
--Provide recommendations and an action plan to enhance gender equity and inclusivity
--Develop guidelines, or resources to support the project's gender-related initiatives as needed
--Advise on monitoring and evaluation mechanisms to measure progress toward gender-related goals
Tasks and Deliverables:
a. Initial Assessment Phase: (Approx 30 days)
i. Review relevant documents, including policies, procedures, guidelines, and project structure. Understand at least two interventions in detail (ideally one from the innovation vertical and a TA engagement in one state)
ii. Conduct interviews or focus group discussions with key internal and external stakeholders to gather insights on current gender-related initiatives.
iii. Identify key areas and departments for further analysis.
b. Gender Analysis Phase: (Approx 30 days)
i. Conduct an in-depth review and analysis of gender-related policies, procedures, and practices.
ii. Identify gaps, inconsistencies, or practices hindering gender equity and inclusivity.
iii. Assess compliance with relevant USAID and other frameworks and international best practices.
iv. Identify successful gender mainstreaming practices
v. Field visits as required
c. Recommendations and Action Plan: (Approx 20 days)
i. Prepare a comprehensive report outlining findings, analysis, and recommendations for improvement.
ii. Propose an action plan with specific steps, timelines, and responsible parties for implementing gender equity measures.
iii. Provide guidance on the development or revision of gender-related policies, procedures, and guidelines.
iv. Suggest strategies to foster a gender-inclusive organizational culture.
Regular progress updates, along with the final report and recommendations, will be required from the consultant to the designated focal point.
Qualifications and Expertise:
--Demonstrated expertise in gender equality, gender mainstreaming, and organizational assessment in development sector
--Strong knowledge of relevant national and international gender-related laws, frameworks, and best practices.
--Experience in conducting gender audits or assessments in similar organizations or sectors
--Excellent analytical and report-writing skills
--Ability to engage and collaborate with diverse stakeholders
The consultant is expected to complete the scope of work within 70-80 days, spread over a 6-month period as agreed upon with the organization.
