OVERVIEW OF THE POSITION:
IDF seeks to hire an Assistant Manager – Programs to be based at Lucknow, Uttar Pradesh and reporting to the State Program Manager. The position will be responsible for supervising and managing a network of NGOs in Uttar Pradesh that would be engaged to implement community-based research on Comprehensive Abortion Care (CAC), disseminate research findings and manage advocacy activities with the objective of strengthening enabling environment to improve availability and accessibility of CAC services in the intervention areas.
ROLES AND RESPONSIBILITIES:
The responsibilities of the Assistant Manager – Programs will include the following:
Manage engagement with NGOs:
Work closely with the primary network partner and their state level networks to identify suitable NGOs as potential partners through a comprehensive screening process.
Support NGOs, as required, to develop project proposals, budgets and implementation plans.
Facilitate the signing of contracts with NGO partners and release of payments as per contract terms.
Organize training and capacity building of staff working with NGO partners.
Conduct periodic reviews as required of program data, financial reports and performance of NGOs.
Capacity building of NGOs:
Identify training needs and develop training plans for the primary network partner and district level NGOs associated with them.
Organize trainings and workshops as required, to ensure capacity building as per approved training plans.
Provide required handholding and field-based support to NGO staff during the implementation of the program.
Activity implementation by NGOs:
Provide inputs to NGO partners for conducting community-based research on CAC and to document research findings.
Engage with NGO partners to identify key advocacy issues and support them to identify audiences and implement advocacy activities.
Monitor the quality of implementation of activities and assist in resolving any concerns that may arise during implementation.
Liaison with District Officials:
Support NGO partners in liaising with district level officials such as, Chief Medical Officers (CMOs), District Program Managers (DPMs) and other officials within the district and in the state for smooth and timely implementation of field activities.
Document activities and prepare program reports, as necessary.
Ensure timely submission of regular program reports as per periodicity specified.
Supervise the functioning of primary network partners for managing their network of NGOs in implementation of field activities.
Organize periodic review meetings with network partners to review progress and take corrective actions, if required.
Provide any other technical and programmatic assistance as requested and carry out any other duties within the scope of the position and as required by the program.
QUALIFICATION AND EXPERIENCE:
Candidates suitable for this position:
Graduates with an advanced degree in Social Sciences, Management, Social Research or Public Health.
2 to 5 years of relevant program management experience in community-based research and advocacy, preferably with international NGOs/local NGOs/state governments.
Fair understanding of the Reproductive Health sector in India, preferably with experience in Uttar Pradesh and (or) Bihar.
Ability to engage and interact with officials at varying levels; understand and address concerns of different stakeholders.
Ability to read, write and speak in English and Hindi.
Ability to travel up to 60% of the time at district and block level within districts assigned to the NGOs.
Excellent computer skills with proficiency in standard MS Office applications.
Confident, self-driven and a team player.
