The Opportunity: State Head, Uttar Pradesh
STIR is seeking to hire a State Head, Uttar Pradesh (UP).
Based in Lucknow and reporting directly to the India Country Director, the State Head is a new role within our India Senior Leadership Team. STIR is currently undergoing a shift in strategy and, as such, requires a leader with the vision and leadership to ensure the success of our partnership with the Uttar Pradesh government.
The State Head role presents an opportunity for the right candidate to create a lasting impact on education in UP and in India. You will be responsible for creating a genuine, open partnership with the UP government that is focused on improving learning; building a highly effective team that is empowered to lead change and carefully manage resources at large scale by working through the government machinery; ensuring there is a strong vision for our work in UP and bringing it to life.
1.To ensure a clear shared vision for STIR in UP is developed with the team and the government
Build a clear shared purpose and sense of momentum towards the vision
Make sure the vision is shared amongst a ‘guiding coalition’ of senior government officials and political leaders
Build a culture in the team that is grounded in our values and will allow us to achieve this vision.
2. Build very strong relationships with senior leaders from the UP Government focused on improving intrinsic motivation
Ensure STIR’s work is fully aligned with government priorities and is implemented to a very high standard
Ensure that STIR’s role in helping government in achieving its priorities is clearly understood and valued by all senior stakeholders
Work to build the government commitment to increased intrinsic motivation and support them to bring this commitment to life
3. Provide excellent leadership and development support to the UP team and ensure that they are well set up to lead the day to day delivery of the STIR programme.
Act as a role model to all UP team members and as a dynamic manager and coach to the UP senior team
Through clear planning processes and setting high expectations ensure each team member clearly sees how their role fits into the wider organisational and UP goals.
Support the UP senior leadership team to own the vision, values and the work to ensure learning and successful implementation of STIR’s model in partnership with the government.
4. Act as an Ambassador in UP for STIR with funders and other partners
Ensure that STIR’s learning and core messages are shared effectively to build trust
Create relationships that build confidence that we are moving forward and constantly learning
Contribute to learning across the wider sector and make sure STIR is well positioned to understand new ideas and up to date with changes in policy
5. Play a role in achieving STIR’s vision in across India - Contribute to STIR’s India senior leadership team
Build very strong relationships with counterparts in other states/ countries in order to support each other and share learning
Ensure that the Country Director is fully up to speed with developments in UP
6. Play a leading role in the development of an overall culture at STIR that is in line with our organisational values.
Model professionalism and ownership at all times.
Ensure STIR’s budget and resources are used as effectively and efficiently as possible
Make sure that all relationships you build are in the STIR spirit and in line with our values

7. Lead planning and managing the UP budget to drive value for money and appropriate accountability across the team
Demonstrate a strong understanding of STIR’s budgets, income, expenditure and our donors needs and interests
Lead the budget setting, forecasting, management and controls
Promote value for money ensuring costs are optimised to maximise impact
Required Skills & Experience
At least 10 years of work experience
Strong identification with STIR values
Demonstrated to build strong relationships with senior government officials and political leaders
Demonstrated ability to lead a high functioning team
Strategic thinker with the ability to translate ideas into action
Able to be clear and objective about STIR’s stage of development in UP
Ability to create a culture of high expectations and learning
Excellent influencing skills
Excellent planning and project management skills
Ability to communicate very effectively in Hindi and English
Demonstrated ability to work through others to achieve goals
Ability to co-create and collaborate to achieve goals
Understanding and demonstrated ability to use all angles to ensure behaviour change of teachers and government officials
Strong attention to detail and ability to see things through to a very high standard
Ability to learn and adapt rapidly based on feedback and new information

Very detailed knowledge of the UP education system and how to influence how it operates
