About the project:

IPE Global is partnering with The George Washington University (GWU), USA in co-designing and implementation of the research work targeting maternal iron deficiency and anemia in the state of Odisha for women of reproductive age. The project is funded by Bill & Melinda Gates foundation and pans over 3 years. IPE Global will lead implementation work for the reduction in maternal anemia by social behaviour change influencing uptake of IFA tablets. We seek to promote changes in social norms, knowledge, attitudes, and behaviors of WRA and pregnant women in Odisha that will result in increases in iron and folic acid utilization and reductions in anemia. The project includes three distinct streams of work: 1) formative research needed to design the intervention; 2) intervention activities; and 3) evaluation. 

Co-designing of the formative assessment:

  1. Support GWU in defining and finalizing the scope of formative research which includes finalizing the key research questions, providing Odisha specific insights on the anthropological determinants of the community behavior, stakeholder analysis for finalizing the informant groups. 
  2. Assist GWU in designing of the assessment protocols and instruments. This will entail co-developing the overarching principles of the assessment process and the informant specific research instruments such as Key Informant Interviews, FGD checklist and questionnaires. The IRB clearances will be the responsibility of the GWU, while IPE will assist in seeking state level approvals for undertaking the formative assessment. 
  3. Training of the investigators from the survey organization. IPE will assist GWU in developing training manual for training of investigators to be deployed by the survey agency (directly contracted by GWU) and will also take up some sessions based on the training schedule. 
  4. IPE will work closely with GWU in information analysis and designing of the interventions. Intervention design will include activity plan, timelines and monitoring systems. 
  5. IPE will support GWU in organizing a workshop to share the findings from the formative research and the design of the intervention.

Implementation of the interventions:

  • Development of the norms change communication packages which will focus on inter-personal communication and group learning methods. 
  • Recruitment and orientation the of team at selected district for implementation and develop capacity development modules for the community facilitators who will interact with the women SHGs and other community members and train them. 
  • Timebound implementation of the agreed implementation plan in 150 treatment villages 
  • Develop an implementation MIS and generate monthly / quarterly progress reports as agreed with GWU 
  • Host knowledge sharing forums with prominent stakeholders at state level and community level result sharing
  • Facilitate approvals for collection of blood samples for assessing shifts in hemoglobin count
  • Organise village level events for health assessment and collection of blood samples 
  • Organise a workshop with key state and national level stakeholders to share the findings from the project.

Evaluation:

  1. Facilitate field work for evaluation
  2. Support GWU in data audit if needed 
  3. Support GWU in qualitative assessment, analysis and report writing
  4. Co-publishing the findings

Job DescriptionPosition Summary:

IPE Global invites applications from eligible candidates for the position of District Programme Implementation Manager (DPM) at District Level in Angul. 

The DPM will be responsible for leading the planning and implementation of the entire project interventions in the district, providing overall managerial, administrative and other support to the team members, prepare reports, provide feedback and guidance on data collection & reporting to the grantees, field team, etc. Liaise with government counterparts to obtain approvals, support in issuance of guidelines, letters etc. and get their ownership in implementation of project interventions. The DPM will be reported by District Information & Data Manager, Community facilitators, supervisors. 

Key Responsibilities:

Project Management:

  • Supervise, coach and mentor the field implementing team; 
  • Organise field visits for visitors from national/state office, donor, etc.;
  • Facilitate planning and organizing of workshops, meetings, training sessions, etc.;
  • Oversee the data collection related to project interventions;
  • Interact regularly with government counterparts in the various Departments in the district and District Collector to report on progress and solicit necessary support for implementation of project activities;
  • Conduct review meetings of the District & Block team members to periodically to review their performance and address gaps, if any;
  • Prepare and ensure timely submission of monthly & quarterly progress reports and other high quality deliverables as required for the project.

Technical Assistance in Strategy and Implementation

  • Work with the district team in developing the district micro action plan for implementation of project activities;
  • Support design of an effective communications plan for the project interventions and ensure proper implementation of the same;
  • Capture lessons learned, document and support to disseminate findings that have the potential to contribute to global learning.

Monitoring and Control:

  • Ensure timely redress of complaints from project beneficiaries, stakeholders;
  • Ensure proper administration of district office and maintenance of records, data, etc.

Qualification & Experience

Essential:

  • Post Graduate qualification in Rural Management/Social Sciences, preferably from IRMA, XIM, XISS or leading universities outside India;
  • A minimum of 8 years’ experience in programme management of health and education sector programmes;
  • Must be able to travel frequently to rural areas and oversee the programme implementation at sub-district level;
  • Able to oversee program implementation plans and coordinate with field staff implementing these plans;
  • Proven ability to work closely with district administration to foster convergence;
  • Good IT and analytical skills.
  • Fluency in local language Odiya and English

Desirable:

  • Experience of working on maternal health implementation programs;
  • Proven track record of working with external partners, agencies and governments;
  • Proven ability to produce demonstrable results;
  • Proven analytical skills and attention to detail; 
  • Good verbal, interpersonal and written communication skills;
  • Able to translate strategic direction into implementable plans for delivering on improved performance;

Contract Type and Period:

This will be a fixed term contract till Nov 2020.

The contract will be initially for a period of 3 months, extendable thereafter, based on contract renewal & performance, for a likely period of 2 years. Compensation:

Compensation package will be commensurate with qualification & experience and last salary drawn.
