DESCRIPTION OF ASSIGNMENT:-
"Engagement of an Agency/FirmjOrganization for assessment of functionality status of PWS schemes under NRDWP of Ministry of Drinking Water and Sanitation (MoDWS) in rural areas- regarding".
Bids are invited from the shortlisted Agencies/Firms/Organizations to carry out an IIAssessment of functionality status of PWS schemes under NRDWP of Ministry of Drinking Water and Sanitation (MoDWS) in rural areas" in the Ministry.
National Rural Drinking Water Programme (NRDWP): Provision of safe drinking water is a basic necessity. Water is State subject and rural water supply has been included in the Eleventh Schedule of the Constitution among the subjects that may be entrusted to Panchayats by the States. The Ministry has been supplementing the efforts of the State JUT Governments through the centrally sponsored Accelerated Rural Water Supply Programme (ARWSP)since 1972-73. The rural water supply programme has been revised w.e.f. 1.4.2009as the National Rural Drinking Water Programme (NRDWP) aimed at providing adequate and safe drinking water to rural areas of the country. The focus areas of the scheme are (i) saturation of habitations for availability of potable water through piped water supply (PWS)through public stand posts, (ii) tackling Arsenic & Fluoride contamination which pose serious health hazards, (iii) incentivizing Open Defecation Free (ODF) villages for Piped Water Supply (PWS) for sustaining their status and (iv) Targeting completion of ongoing schemes which are in advanced stages of physical progress.
Background of the PWS Assessment Study:
a. The National Rural Drinking Water Programme (NRDWP) of MoDWSis Centrally Sponsored Scheme which extends financial and technical assistance to States/UTs to provide access to potable drinking water supply in rural areas of the country. The ultimate objective of the rural water supply scheme is to provide convenient access for rural people of safe and adequate drinking water which is reliable, sustainable, quality assured, equitable and conveniently available at the doorstep of every rural household.
b. The NRDWP focuses on provision for piped water supply in rural areas to reduce the burden of fetching water by rural people. Service level in terms of safe drinking water supply for the rural population has been increased to 55lpcd (litres per capita per day) in rural areas. c. The Ministry intends to ascertain the functionality status of Piped Water Supply (PWS) schemes under National Rural Drinking Water Programme (NRDWP) in rural areas by an independent Agency/Firm/Organization on annual basis. The 25% of central NRDWP fund is to be allocated to States/UTs on the basis of the functionality status of the PWS schemes under NRDWP schemes in respective States/UTs.
Brief Purpose and Scope of Work:
a. The Ministry proposes to appoint an Independent Agency/Firm/Organization for Assessment of functionality status of PWS schemes under NRDWP of Ministry of Drinking Water and Sanitation in rural areas. For the aforesaid purpose, the selected Agency/Firm/Organization will have to conduct a nationwide survey covering around 5,000 Piped Water Supply (PWS) schemes [comprising of Single village schemes (SVS) and Multi Village schemes (MVS)] spread across around 6,000 villages in rural areas, and will have to submit the final report in respect of functionality of PWS schemes to the Ministry.
b. The assessment of the functionality of the PWS schemes shall be based on the meeting the design parameter (such as quantity & quality of water) found during the field visit. The schedule / Questionnaire for the study work is placed at annexure' A'.
c. The objective of the assignment is to seek professional assessment of the Functionality status of the PWS scheme in States /UTs under NRDWP programme of the MoDWS, in meeting its objectives and to suggest measures for rnidcourse correction for improvement in functionality of the PWS schemes.
Purpose of Rfp:
The purpose of this Rfp is to provide information to the shortlisted bidders, with the necessary built-in capacity, to enable them to prepare and submit their responses for the services to be rendered to the MoDWS in conformity terms of evaluation study. Required outcomes for this evaluation study are as given below:
a. Report on ďAssessment of functionality status of PWS schemes under NRDWP of Ministry of Drinking Water and Sanitation (MoDWS)in rural areas".
b. Identification of constraints and Suggestions recommendations for improvement in functioning of the PWS scheme under NRDWP of the Ministry.
c. Any other relevant task given by the Ministry.
Time and Duration of the Contract:
a. The Contract period for the project is of 90 days, which may be extended for a further period of 30 days with mutual agreement on same the terms and condition subject to satisfactory performance of the Agency/Firm/Organization. However, the field visit by the selected Agency/Firm/Organization in this regard is expected to start from May, 2018.
b. Time Line for the assignment:
i. Commencement: within 7 days from the date of signing of contract.
ii. Inception Report: within 15 days from the date of signing of contract. The Agency/ Organization is required to submit the final project plan before starting the field work. This should include their travel plan and schedule of field visit and studies. The Ministry may suggest changes in these plans which will be binding on the Agency/ Firm/ Organization.
iii. Draft Report: Within 75 days from the date of signing of contract.
iv. Final report: within 90 days from the date of signing of contract.
a. Soft copy of the entire data collected by the Agency/Organization during the field study in the States/UTs.
b. PPT presentation on the draft report.
c. Final report incorporating the suggestions / additional information as desired by the Ministry. Final report should be systematic with contents such as Background, Executive Summary, Assessment report and analysis, Recommendation, Conclusion and References. Twenty (20) hard copies with coloured print of the Final Report and its soft copy (word and pdf format in pen drive) are to be delivered.
[The selected agency has to start the work immediately after the project is awarded and each of the deliverables should be completed in accordance with the stipulated time frame.}
Payment of the Feewill be made in four instalments:
a. First installment of 20% of the total project fee will be paid after signing of contract and submission of performance guarantee of 5% of total approved cost of the project.
b. Second installment of 20% will be paid after submission of inception report in the Ministry.
c. Third installment of 30%will be released after submission of draft report.
d. Fourth the Final installment of 30% will be paid on completion of project in all respects to the satisfaction of the Ministry. (Advance payment, if required, would be made only against bank guarantee for an equivalent amount)
3.5 Currency of Payment:
All payments shall be made in Indian Rupees.
