Development of film under UAQ project aiming to reduce Out-of-Pocket-Expenditure Expenses (OOPE) for the marginalized and missing middle population

2.Universal Access to Quality Contraceptive (UAQ) project

UAQ is a Bill & Melinda Gates Foundation (BMGF) funded project and being implemented by Population Services International India Private Limited (PSI IPL) in Agra city. Under this project, PSI IPL has developed an Outpatient-Family Planning (OP-FP) healthcare package which has been positioned to enhance the quality of healthcare for the marginalized population and “missing middle” population. The larger objective is to reduce the OOPE in primary health care including promotion of family planning products and services targeting the young couples who intend to regulate their fertility. The OP-FP healthcare package includes medicines, teleconsultations, diagnostics, consumables and provision of short-term reversible contraception of the choice to the couples for one year.

3.Designing a solution

PSI IPL has developed an outpatient & family planning (OP-FP) healthcare plan in the city of Agra, through its partner, Entitled Solutions. Entitled operates through a network of private health clinics, pharmacies and diagnostics facilities. The OP-FP healthcare plan has been deployed among more than 1000 workers employed in informal sector, such as footwear manufacturing, construction, security and housekeeping staff employed in different industries. PSI IPL is implementing this project through HR aggregating organizations having presence in Agra and national level. These organizations are partly investing in the OP-FP health package for the better health and wellbeing of their employees and their families, and thus improve the efficiency and productivity for the business. Employees are also delighted to invest for their better health as it can save their hard-earned income due to reduction of out-of-pocket expenditure. The healthcare plan covers costs of drugs, doctor consultations and diagnostics during illness.

4.Focus on ‘Missing middle’ population (Target group)

The intervention spread across Agra urban and peri-urban areas. The target audience includes workers from footwear manufacturing & construction industries, textile workers, brickkiln workers, security guards, housekeeping workers, gig economy workers, self-employed individuals and their spouse and two children aged upto 25 years.
