B. Project Background

The Multi-Donor Action “Application of Just Transition Principles in the Closure and Repurposing of Coal Mines in India” is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ funded project “Application of Just Transition Principles in the Closure and Repurposing of Coal Mines in India”.

The Specific Objective of the action is: A sustainable closure and repurposing of coal mines in India has been initiated on the basis of Just Transition principles.  

The action works on three outputs:  

In three pilot districts, the planning process for the sustainable closure of coal mines, including their repurposing and the socio-economic development of adjacent areas, has been completed. 

The capacities of the actors important for the sustainable closure of coal mines at the national, state and district levels have been strengthened. 

The implementation of measures for the sustainable closure of coal mines, including their repurposing and the gender-equitable socio-economic development of adjacent areas, is initiated.  

C.Responsibilities 

Responsible for designing and implementing activities for gender equitable socio economic development of the adjacent areas to the mines.

Responsible for onboarding of private sector, Corporate Social Responsibility (CSR) and local industry actors with a focus on skills and economic diversification in the region.

Responsible for engaging with sector skill councils (SSC) and the state skill development mission, training institutions and training partners for coordination and implementation of skill development interventions. 

Responsible for organising and facilitating offline and online workshops, stakeholder meetings and other events.

Responsible for recording and reporting progress on activities as per pre-determined reporting protocols for the skilling / economic diversification work stream and support the colleague responsible for overall project monitoring and evaluation. 

D. Core Scope of Tasks

1. Government Engagement:

Build and maintain relationships and liaison with relevant departments for skill development in Jharkhand.

Organise and facilitate meetings, workshops and roundtable discussions as required with nominated State department officials for skill development.

Facilitate and support in securing relevant approvals and participation by the skill department and mission, where required, for project activities.

2. Partner Outreach and Engagement:

Establish partnerships with relevant civil society organisations, skill councils, non-governmental organisations, corporate and industry partners, and schools, specifically in the adjacent areas to the mines.

Support the development of awareness building and training materials along with partner organisations.

Organise and facilitate activities to promote skill development and for improving women’s participation in vocational education and in the workforce.

3. Project Monitoring, Reporting and Documentation:

Work with colleagues in the project team to monitor quality and report the on-the-ground activities as per monitoring protocols.

Document experiences, success stories, guidelines, lessons learned and other knowledge-products from the field, as required.

Support development of media-related content and materials as required for the project.

4. Administrative Duties:

Organise and facilitate regular meetings with stakeholders, as per project requirements.

Document and disseminate minutes of the meetings and follow-up tasks.

Support the team in planning yearly regional activities for the project, as required.

Support in managing contracts and collaborating with external consultants and experts. 

5. Coordination:

Coordinate with other skills projects and colleagues in the SPSD cluster to leverage overlaps and support integrated solutions and collaboration among the projects in terms of green skills, gender transformative activities, just transition and partner engagement.

Coordinate with SPSD and Energy cluster colleagues to explore possible synergies with other Government and German-supported initiatives. 

E. Required Qualifications, Experience and Competencies

At least 6 years’ experience in areas of development sector consulting, project implementation, and stakeholder management.

Post graduate degree in business management /project management and/or development and social work / livelihoods and human resources development/skilling.

Work experience in private sector and/or with state government entities responsible for skill development and vocational development or private sector development.

Experience of working with industries (corporates/MSME), business membership organisations and industry associations.

Experience in organizing and facilitating trainings, workshops and other events.

Development sector, livelihoods and skill development.

Partner engagement, managing contracted agencies, implementation of activities amongst beneficiary groups like youth and women.

Basic understanding of relevant regional industries ecosystem and skill ecosystem.

Good networking ability.

Excellent communication, moderation, presentation and writing skills.

Proactive and client-oriented approach to the tasks.

Strong networks among local industry associations, local industries and/or skill ecosystem in the region is desirable.

Good working knowledge of ICT technologies and computer applications.

Excellent knowledge of English (spoken and written) and Hindi is required. Local language in Jharkhand is desirable.

Knowledge of policy framework, national & international standards in vocational education, economic diversification.

F. Location: New Delhi

G. Duration of the contract: Until 30th November 2028
