Job Description

M&E and Data Analytic Officer

The purpose of this job is to fill in the position of M&E and Data Analytic Officer as an existing reporting line in HPPI.

We need a resource in the office of Grant Administration, Monitoring and evaluation team who will carry out evaluations and assessments of development projects/programmes of HPPI, which can be further used to produce research documents for analysing need, progress, and impact of a project as and when needed. Such products will be needed either to comply with the partners requirement or to facilitate the National Partnership Team for advocacy for expansion and development of the organizational goals. This means raising more funds for new partnerships and expansion of existing partnerships by making the partners from corporate, foundations and government realize on the need, efficacy and impacts of the projects for the vulnerable population, which has a great value and proven design for replication.

The M&E and Data Analytic Officer will be responsible for conducting research studies, evaluations, and assessments to measure the effectiveness and impact of various programs, projects, or interventions. The role involves designing research methodologies, collecting, and analyzing data, and preparing comprehensive reports to provide insights and recommendations for decision-making purposes. He/ she will collaborate closely with internal teams, stakeholders, and partners to ensure the quality and validity of research outcomes.

He/she will work closely with M&E officers, data management team, partnership team and project support teams to understand the project to design the assessments/ evaluations. He/she will be responsible for making reports after analysing data. These reports would reflect the benefits, the community is receiving for a sustainable and dignified life.

The M&E and Data Analytic Officer will be required to:

1. Research Methodology Development:

a. Design appropriate research methodologies, frameworks, and evaluation plans tailored to specific projects or programs.

b. Identify key research questions, objectives, and indicators to assess the impact and effectiveness of initiatives.

2. Data Collection and Analysis:

a. Oversee data collection processes, including the development of surveys, interviews, focus groups, and other data collection instruments.

b. Conduct quantitative and qualitative data analysis using statistical tools, software, and analytical frameworks.

c. Interpret research findings, trends, and patterns to derive meaningful insights and conclusions.

3. Evaluation and Assessment:

a. Evaluate the performance, outcomes, and impact of programs, projects, or interventions based on predetermined criteria and benchmarks.

b. Assess the relevance, efficiency, effectiveness, sustainability, and replicability of initiatives.

c. Identify strengths, weaknesses, opportunities, and threats (SWOT analysis) to inform strategic decision-making.

4. Reporting and Documentation:

a. Prepare clear, concise, ad evidence-based reports documenting research methodologies, findings, conclusions, and recommendations.

b. Present research findings to stakeholders, management, funders, and other relevant parties through written reports, presentations, and briefings.

c. Ensure that reports adhere to quality standards, compliance requirements, and ethical guidelines.

5. Collaboration and Communication:

a. Collaborate with cross-functional teams, subject matter experts, and stakeholders to coordinate research activities and ensure alignment with organizational goals.

b. Communicate research progress, challenges, and outcomes effectively through regular updates, meetings, and presentations.

6. Continuous Improvement:

a. Stay updated on research methodologies, best practices, emerging trends, and innovations in the field of evaluation and research.

b. Participate in professional development activities, training programs, and conferences to enhance skills and knowledge.

c. Contribute to the improvement of internal processes, tools, and frameworks related to research and evaluation practices.

Qualifications and Skills:

a. Master’s degree in a relevant field such as social sciences, public policy, economics, statistics, or related disciplines.

b. Proven experience of minimum 3 years in conducting research, evaluations, assessments, or similar activities in a professional setting.

c. Strong analytical skills with proficiency in quantitative and qualitative data analysis techniques.

d. Excellent communication skills, including the ability to present complex information clearly and effectively to diverse audiences.

e. Proficiency in research methodologies, survey design, sampling techniques, and data collection methods.

f. Familiarity with statistical software (e.g., SPSS, STATA, R) and qualitative analysis tools (e.g., NVivo, ATLAS.ti).

g. Ability to work independently, manage multiple projects simultaneously, and meet deadlines under minimal supervision.

h. Attention to detail, critical thinking abilities, and a commitment to producing high-quality research outputs.

i. Knowledge of evaluation frameworks, impact assessment methodologies, and performance measurement concepts.

j. Experience working in international development, nonprofit organizations, government agencies, or research institutions is desirable.

k. Understanding of ethical considerations, confidentiality requirements, and data protection principles related to research activities.

l. Willing to travel pan India.
