 Divisional Resource Person, Nutrition – Multiple positions

1. Background

Uttar Pradesh with approximately 24 crore population continues to bear the highest burden of under nutrition. Nutritional deprivation in form of micronutrient deficiencies as well as anthropometric deficits affect millions of women and children in the state. As per National Family Health Survey (NFHS-5, 2019-21) around 39.7 per cent children under five are stunted, 32.1 per cent are underweight and 7.3 per cent are severely wasted in the state. Approximately 45 percent women enter pregnancy with anemia and almost one-fifth newborns are born with a birth weight less than 2.5 kg. Almost 68 percent of under-five mortality can be attributed to nutritional causes in the state (Lancet, May 2020).

Reflecting through its policies and programmes, State is committed and working towards achieving the Nutrition targets set as part the World Health Assembly and under the Sustainable Development Goal 2 of “Zero Hunger” by 2025 and 2030 respectively. However, an accelerated efforts are required for timely achievement of these targets. There is need for a state level position for technical and programme support at the state level and for ensuring smooth planning, roll-out and implementation.

The Nutrition programme of UNICEF operates within the framework of government-led child development and nutrition programmes to contribute to the achievement of SDG 2,3,4,5 and 10. UNICEF works with government, development partners, academic institutions, NGOs/CSOs to achieve the planned results.

2. Purpose of assignment:

In line with the Government of Uttar Pradesh’s Nutrition Action plan aligned to POSHAN 2.0, and National Nutrition Strategy, the Nutrition programme of UNICEF supports the delivery of quality, evidence-based, high-impact essential nutrition interventions, through a continuum of care from conception, through infancy and early childhood (life-cycle approach) with focus on the first 1000 days of life. Achieving towards the planned results, UNICEF in collaboration with Government Medical College for providing technical and programmme support the following results:

• Nutrition specific interventions implemented with C2IQ (Coverage, Continuity, Intensity and Quality) lens as part of Health and ICDS flagships through state and divisional team.

• Capacities of health and ICDS team created in the supported districts with special focus on early growth faltering and care of low birth weight and maternal nutrition.

• IMSAM, Anemia Mukt Bharat and maternal nutrition programmes strengthened and supported to deliver at scale.

• Programme implementation gaps monitored, analyzed, and reviewed jointly with the district leadership and state team with the intent of addressing and closing gaps

The primary purpose of this assignment is to support the activities of the State Nutrition Mission/National Health Mission/ICDS at the divisional/district level and to extend technical support to the Health, ICDS and other convergent departments. The assignment would involve working closely with the departments and other stakeholders, including District Administration, government officials, development partners, civil society organisations and other stakeholders. The assignment would involve providing technical support to flagships/Mission in organising monthly reviews, facility and community monitoring, capacity building and supportive supervision of staff with the aim to support government efforts to bring about a reduction in undernutrition prevalence.

3. The basic project objective to which the consultancy is related:

The consultancy is related to UNICEF’s support to the Government of Uttar Pradesh in the implementation of State Nutrition Mission/National Health Mission and ICDS Initiatives.

The consultancy will provide technical support in strengthening the State Nutrition Mission/National Health Mission and ICDS Initiatives at the divisional and district level. It will focus on enhancing the knowledge and capacity of stakeholders in the area of nutrition. The consultancy will also facilitate convergence at the district and divisional level among various nutrition and health stakeholders.

4. Roles and responsibilities

Terms of Reference of the Divisional Resource person (DRP)

1. DRPs will be closely working with the divisional and district administrations, Government officials to extend support in strengthening of interventions related to child, adolescent and maternal nutrition through government platforms.

2. Support in monitoring and supportive supervisions focusing on the community-based programs and health facility based nutrition interventions under the Government flagships.

3. Coordinate with other UNICEF supported divisional/district consultants (Health, Education, WASH, Child Protection) for convergent programme.

4. Participate in monthly divisional coordination meetings and District Nutrition Committee meetings.

5. Support in capacity Building and create a pool of master trainers to strengthen the sector meeting and nutrition interventions.

6. Technical support for POSHAN 2.0 - need based support to POSHAN 2.0 initiatives like Convergent action plan, Poshan tracker data entry, Poshan Maah and Poshan Pakhwada in divisional districts. Support and review Poshan Tracker data base in divisional districts to assess entry progress made by AWWs and identify key actions for addressing gaps.

7. Data Management - Block, district and divisional data analysis, synthesis and sharing for necessary advocacy.

8. AMB coverage for various age groups discussed with Health, ICDS and Education at various forums and explore opportunities to engage with other departments.

9. Specific support for the Aspirational District (eight districts)/ Block (108 blocks in 42 districts) as applicable. Liase close with CM fellows on 100 aspirational blocks

10. Support any additional district specific nutrition intervention (UNICEF and/or district administration led)

Travel: Approximately – total 22 days in a month with 10-12 days out of the nodal divisional district.

Period: 1 April 24 to 31 December 24 (Continuity will be subject to individual performance and project continuity)

Geographic location:

• Geographic location/division or districts distribution shall be informed and preferences for geographic location will be taken from the candidates during the selection process

• Travel: A minimum of 24 working days in a month with 10-12 days out of the nodal divisional districts

Period: 01st April 2024 – 31st December 2024 (with a possibility of further extension)

• Qualifications, Experience and Skills :

• MBBS/ BHMS/BAMS/BPt/MD; MSc Nutrition; Post Graduate Degree/Post Graduate Diploma in Nutrition/Public Health; MSW or related field that includes courses on community nutrition/public health.

• At least 3-5 years of progressively responsible professional work experience in planning, implementation and monitoring of child development and nutrition programmes at state and district levels.

• Fluency in English and knowledge of local working language required.

• Proficient in using MS-Office.

• Current knowledge of development issues, strategies, as well as programming policies and procedures in development cooperation.

• Proven ability to conceptualize, plan and execute ideas, as well as to impart knowledge and teach skills.

• Analytical, negotiating, communication and advocacy skills.

• In depth understanding of the ICDS and Health program.
