Background:

Non-Communicable Diseases (NCDs), also known as chronic or lifestyle diseases are of long duration and generally have a slow progression. The main types of Non-Communicable Diseases are cardiovascular diseases, cancers, chronic obstructive pulmonary disease, and diabetes. Non-Communicable Diseases (NCDs) are currently the leading cause of deaths and disability in India. NCDs mainly result from lifestyle-related factors, such as unhealthy diet, lack of physical activity, and tobacco use. Changes in lifestyles, behavioural patterns, demographic profile (aging population), socio-cultural and technological advancements are leading to increasing in the prevalence of NCDs. These diseases, by and large, can be prevented by making simple changes in the way people live their lives or simply by changing their lifestyles.

Tata Trusts and Ministry of Health and Family Welfare has signed MoU for setting up a Technical Support Unit for centre and states for providing techno managerial support to strengthen services and leverage information technology (National NCD -Portal) to implement National Programme for Non-Communicable Disease (NP-NCD). The software provides continuum of care and integrates with ABDM Module.

HSTP, an organisation incubated by Tata Trusts has been entrusted the management of the programme. HSTP/Tata Trusts facilitate the deployment and implementation of the National-NCD portal for field health workers. Through National-NCD portal HSTP/Tata Trusts facilitates population-based screening of NCDs ( viz. Hypertension, Diabetes, and Oral, Breast and Cervical cancers). The National NCD Portal facilitates care continuum and helps in diagnosis, management, follow-up and control of NCD.  The project provides a unique opportunity to be part of a highly qualified team of public health experts working in close coordination and under supervision of programme lead and officials of MOHFW, through a holistic approach towards implementation and roll out of National NCD portal for National Programme for NCD across the country.

Roles and Responsibility of Analyst-Health System: Non-Communicable Diseases

Analyst- Health System: Non-Communicable Disease will be working in the close coordination with senior state officials of Health and Family Welfare (Secretary Health, MD NHM, State NCD Nodal Officer, State TSU team, Senior official of HSTP and Program Lead). The Analyst- Health System: Non-Communicable Disease should be able to understand the overall objective of the NCD programme and should guide the programme with innovative strategies to address the bottleneck in implementing programme.

The following the roles of the Analyst- Health System: Non-Communicable Disease:  

Work with the NCD team at state and coordinate with allied partners and districts NCD Unit in implementing NCD and CPHC (Comprehensive Primary Health Care) programme.

Work with NCD District unit is facilitating implementation of Population based screening for diabetes, hypertension and cancers.

Conduct state and sub-district/ CHC level trainings for capacity building on NCD and CPHC.

To assist administrative and logistical support to the Project lead and liaise with the different stakeholders of programme.

To maintain the database if all the working staffs and monitor day to day activities and facilitate travel of the staffs

To Maintain project’s monitoring and evaluation records and provide Process consultant expense reports in a timely, compliant manner

To write, disseminate and file meeting minutes and provide editing and formatting assistance for quarterly and annual reports.

To Collect and keep files of project financial documents and assist in all office related work. To coordinates all logistical arrangements for program events

 Maintain and update state and district database of NCD diseases including cancer, diabetes, cardiovascular disease and stroke. 

To provide mentoring and supportive supervision to field level functionaries.

Work with states NCD unit  in ensuring supply of essential commodities and maintain a robust supply chain management system.

Maintaining District level data on physical, financial, epidemiological progress.

Work with NCD division and other stakeholders in effective Convergence with NHM activities.

Work with the NCD team at state and coordinate with allied partners and districts NCD Unit in implementing NCD and CPHC (Comprehensive Primary Health Care) programme.

Work with NCD District unit is facilitating implementation of Population based screening for diabetes, hypertension and cancers.

Conduct state and sub-district level trainings for capacity building on NCD and National NCD Application

Work in close coordination with IT TSU, Dell, M&E division in rolling out and wider adoption of National NCD application.  

Provide mentoring and supportive supervision to field level functionaries.

Maintain and update state and district database of NCD diseases including hypertension, cancer, diabetes, cardiovascular disease and stroke.

Prepare programme monitoring indicators, progress report (monthly, quarterly and annual report) on programme implementation, dash board, score card and presentation.   

Help the district and state to reach the goals of 75/25 initiative on Diabetes and Hypertension. Work with state and district team to achieve desired control of Hypertension and Diabetes

Preparation of state action plan for implementation of NP-NCD strategies. 

Work with states NCD unit in ensuring supply of essential commodities and maintain a robust supply chain management system.

Work with NCD division and other stakeholders in effective Convergence with NHM activities.

Any other job as may be assigned from time to time. This scope of work may evolve as the work progresses, reflecting the dynamic nature of health systems and policy change in the process.

Qualifications and Experience:

Master’s in Public Health, Public Administration, MSW, MBA or other relevant professional degree plus 2 years’ work experience; or Bachelor's degree in IT with 3 years of work experience.

Experience managing a team and working with the government is highly preferred

Experience in working for the national health programme at central and state level is desirable.  

Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills

Experience in the IT application, planning and execution of large-scale projects, including budgeting and activity planning 

Skills and Attributes required:

Possess good understanding of the functioning of the Public Health System in states and districts.

Ability to liaise with Government officials.

Good computer knowledge and any experience of working on IT Application

Demonstrate ability to coordinate several activities simultaneously.

Attentive to details and able to produce documents and coordinate activities.

Comfortable with working in a multicultural team.

Fluency in spoken English, Hindi and local language required.

Willingness to travel and flexibility to work on a wide range of tasks.

Self-driven and excellent people skills 

Compensations:

Compensation for this post is Rs.7-8 Lakh Per Annum.
