ABOUT INDIA COUNTRY OFFICE

Operational since 2015, RAF Global is registered in India under section 8 of the Indian Companies Act, 2013. With long-term interventions in the Indian states of Gujarat, Maharashtra, Rajasthan, and Jharkhand, it is reaching out to over 600,000 lives through multi-sectoral programmes. RAF Global presently implements a wide array of long-term and comprehensive projects in seven districts of the intervention states, across the sectors of livelihood, public health, nutrition, water and sanitation, and education along with expanding the scale and scope of good governance.

THE POSITION

To expand the mandate of RAF Global in Rajasthan, the organization aims to recruit a State Programme Manager for the state of Rajasthan. The State Programme Manager will report to the Regional Head -Western Region and be responsible for guiding the state team to ensure effective and timely implementation of programmes.

For this position, RAF Global is looking for a dynamic team leader with experience in implementing multi-sector development programmes. The candidate must also possess strong interpersonal and communication skills, along with substantial experience in managing multi-sector projects in the field, preferably within INGOs & NGOs

JOB RESPONSIBILITIES, DUTIES AND TASKS

 I. Consistently contribute towards effective management as well as development of programme portfolio by providing appropriate technical and strategic support around various aspects of the Programme delivery.

Develop annual programmes and budgets after assessment and analysis of sector-specific needs. 

Provide handholding support to area-based teams on the implementation of various projects within the broader programme portfolio. 

Regularly visit the field to objectively monitor and evaluate project/programme activities. This is crucial not only for tracking progress but also for deriving learning insights to enhance the impact and quality of ongoing projects/programmes. 

Develop baseline, midline and end-line tools to assess project/programme impact in consultation with the PM&E team. 

II.  Provide technical insight along with implementation support towards developing new programmes within the laid mandate and global programme framework of RAF Global

Design, guide, and support the State team in the development and implementation of new programmes under Economic Integration and Livelihood Support for Women and Youth, Health and Nutrition Initiative, Education and Technology Programme, Climate Smart Agriculture, and Good Governance Programme of RAF Global. 

Drive innovations and create best practices within the portfolio, and further popularize the same by adopting appropriate public communication tools and methodology, including social media. 

Extend support towards establishing effective communications with key stakeholders at the Districts and State level. 

Develop and nurture linkages with CSR agencies for striking objective and meaningful partnerships for RAF Global.   

Draft projects and pro-actively maintain an active pipeline of new projects/ideas after seeking insight from field-based programme team.  

Maintain pro-active dialogue with CSR agencies and apprise them of the developments, including emerging trends and insights from the field, along with best practices.

III.  Undertake proactive networking and liaisoning with Government, Civil Society, Media, and Academia to advance the mandate of RAF Global in the state of Rajasthan.

Map thematic CSO networks and regional blocs, and further proactively network with them to advance the project/institutional mandate of RAF Global in Rajasthan. 

Promote, represent, and lead the thematic GO-CSO/CSO network in order to advance the programme mandate of RAF Global in Rajasthan.   

Promote and nurture partnerships with academia for undertaking futuristic research and further aid intellectual discourse around common areas of institutional interest. 

Map and maintain an objective relationship with the local print and electronic media to mainstream institutional news in frontline media. 

Maintain proactive linkages with the district authorities and key line departments and constantly look out for developing synergies and partnerships to advance the mandate of RAF Global.

IV. Building capacities of State-level staff on programme management and technical aspects for effective programme delivery.  

 V.Documentation of progress reports, institutional updates, success stories & case studies from the program areas as required.   

VI. Prepare timely reports for donors and institutions at large.

VII. Document, analyze and disseminate popular practices emerging out of programme delivery.

VIII. Represent RAF Global in inter-governmental forums, public information/relations events, and key meetings.

ESSENTIAL CRITERIA FOR THE ROLE

Master’s degree or equivalent in development-related disciplines, economics, public policy, or other social science fields is required.

More than 8 years of progressive and substantial experience at the programme Management level.

Thorough knowledge and understanding of programme management, development cooperation, and donor landscape.

LANGUAGE REQUIREMENTS

Excellent written and verbal communication skills in English & Hindi

Working knowledge of national/regional languages will be an asset.
