Job Description

The International Centre for Research in Agroforestry – ICRAF (also known by the brand name ‘World Agroforestry Centre’) invites proposals from reputable and qualified firms/agencies with a track record of providing successful digital solutions for non-government organizations and for-profit social entities in India. The selected firm/agency through this RFP will be required to develop a detailed TOF dashboard and provide hosting and maintenance services(optional). The new design should provide a contemporary look and feel to the site and display the content in a more organized, attractive, and user-friendly manner.

SUBMISSION OF PROPOSAL

Submit your completed response/ technical & financial proposal electronically to: procurement-icrafsouthasia@cifor-icraf.org by the close of business day on 27th March 2024, by 17:00hrs (EAT) in a single PDF file.

Company profile – The PDF should contain all relevant documents of the firm such as a Copy of the CIN/Proprietorship deed, GST Certificate, Registered Office Address, PAN, Balance Sheet F/Y 2020-21, 2021-22, and 2022-23, Director/Owner’s ID proof, Contact Numbers, Emails, Letter of suitability that contain details of previous work of similar nature with contact details of previous client. Bids received without proof of a similar previous supply with contact details of the client will not be considered.

Technical Proposal (Single PDF with all relevant supporting documents i.e. technical details, competencies justification, past experiences with similar kinds of assignments, timeline of activity as mentioned under technical bid in this RFP.

It is mandatory to have Unique Entity ID (UEI) number allocated by USAID for your organisation/institution to work for the USAID program. Therefore, to avoid delay, it is requested while submitting your proposal, please start the registration on the USAID website and get the UEI number. Financial Proposal It should be included with the technical proposal.

Your Proposal must be expressed in the English language and be valid for a minimum period of 120 days. 

While preparing your Proposal, it shall remain your responsibility to ensure that it reaches the address above on or before the deadline. Proposals that are received by ICRAF after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

Services proposed shall be reviewed and evaluated based on completeness and compliance of the Proposal and responsiveness with the requirements of the RFP and all other annexes providing details of ICRAF requirements. 

The Proposal that complies with all the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected. 

Any discrepancy between the unit price and the total price shall be re-computed by

ICRAF and the unit price shall prevail, and the total price corrected. If the Service Provider does not accept the final price based on ICRAF’s re-computation and correction of errors, its Proposal will be rejected. 

No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by ICRAF after it has received the Proposal. At the time of Award of Contract or Purchase Order, ICRAF reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum of twenty-five percent (25%) of the total offer, without any change in the unit price or other terms and conditions. 

Payment terms for Invoices shall be 30 days upon receipt of the invoice.

Any Contract or Purchase Order that will be issued as a result of this RFP shall be subject to the General Terms & Conditions and Supplier Code of Conduct attached hereto. The mere act of submitting a Proposal implies that the Service Provider accepts without question the General Terms and Conditions of ICRAF, provided as a supplementary document to this request for proposal. 

Please be advised that ICRAF is not bound to accept any Proposal, award a contract or Purchase order, nor be responsible for any costs associated with a Service provider preparation and submission of a Proposal, regardless of the outcome or the manner of conducting the selection process. 

ICRAF encourages every prospective Service Provider to prevent and avoid conflicts of interest, by disclosing to ICRAF if they, or any of their affiliates or personnel, were involved in the preparation of the requirements, design, cost estimates, and other information used in this RFP. 

ICRAF implements a zero tolerance on fraud and other proscribed practices and is committed to preventing, identifying, and addressing all such acts and practices against ICRAF, as well as third parties involved in ICRAF activities. ICRAF expects its Service Providers to adhere to the ICRAF Supplier Code of Conduct provided as a supplementary document to this request for proposal.
