for Conducting the End-line Evaluation of the project ‘Strengthening Rural Governance for the Right to Food’ in selected blocks in Khunti and Latehar districts of Jharkhand’ 

About the organization: 

Partnering Hope Into Action Foundation (PHIA) is a Charitable Trust registered in India in 2005. PHIA has a vision for a society free from poverty, exclusion and discrimination where all people live with justice, peace and dignity. PHIA works for the eradication of poverty among the poor, vulnerable, and marginalized communities in India and empowers them to be in charge of their own development. It works on the themes of – Access to Essential Services, Reducing Inequality and Bridging Gender Gap, Ensuring Sustainable Livelihoods and Humanitarian Response and Mitigating Climate Change responding to the calling of the Sustainable development Goals (SDGs). Gender equality crosscuts all of work. PHIA’s interventions and programs are focused in the states of Bihar, Jharkhand, Madhya Pradesh, Uttar Pradesh,Ladakh and Delhi NCR. It works on both short term and long term development interventions and humanitarian responses. For the interventions on the ground PHIA works in partnership with civil society and community-based organizations (CBOs). While there are few interventions which PHIA directly implements, it prioritizes working in collaboration and partnerships with other civil society organisations who are locally rooted.

About the project 

As part of the international development agenda, the Sustainable Development Goal (SDG) 2 aims to end hunger and malnutrition by 2030. The German Federal Government is making its contribution to achieving this goal by putting food and nutrition security and rural development up front in development cooperation and significantly increasing respective funding in past years. However, there is still a gap in reaching the poorest of the poor in rural areas, who in most cases are themselves producers of food but at the same time affected by enormous food and nutrition insecurity. In line with the guiding principle “ Leave no one behind” of the agenda 2030, these population groups should be given greater attention. Political support and good governance by national and state governments is an indispensable prerequisite for improving the availability (own production and other source) and accessibility of adequate, i.e., sufficiently healthy and diverse, food for these groups.

The project ‘Strengthening Rural Governance for the Right to adequate Food’ envisions ‘administrative, political and traditional duty bearers in the project regions in the country deliver better on the right to adequate food, guided by the principles of participation, transparency and accountability, non-discrimination, and rule of law’. It is a multi-country project supported by Welthungerhilfe (WHH) and BMZ (Germany). Along with India, it is being implemented in Kenya, Burkina Faso and Malawi in Africa.

The project has following three outputs:

Output 1: Rights holders in selected communities in the project regions have developed and voiced their agenda regarding key issues for the realization of their right to adequate food, engaged in multi-stakeholder dialogues on these issues, and held duty bearers to account.

Output 2: Awareness, capacities and mechanisms of duty bearers in the project regions for the realization of the right to adequate food have been strengthened, in particular in regard to key issues voiced by rights holders.

Output 3: A more enabling environment, including spaces of dialogue, for the realization of the right to adequate food in the countries has been promoted supra-nationally, nationally, regionally and locally, with particular emphasis on key issues voiced by rights holders.

In India, PHIA Foundation directly implements the project in the state of Jharkhand intensively in the selected villages of Karra and Manika blocks of Khunti and Latehar districts respectively and non- intensively in Manoharpur block and Chainpur block of West Singhbhum and Gumla respectively. It aims at creating awareness among the Right holders and Duty bearers in line with National Food Security Act 2013, which in turn helps the Right holders to realize their entitlements. It empowers rights holders and civil society groups at multiple levels to participate in decision making and work in close coordination with the government and related departments. In addition to this, the project contributes to the national and state food policies/plans to ensure progressive realization of right to adequate food and nutrition security.

Objectives of the assignment          

To conduct an end-line assessment of the above project in line with the indicators mentioned in the Log frame and Project Planning documents. The purpose of the end-line is to assess the changes, impacts, accomplishments and effectiveness of the intervention over the project duration. The tool designing will be carried in consultation with the project team.

Proposal submission Process: 

Eligible candidates will send in their technical as well as financial proposal with a covering letter along with two references and two samples of the relevant task carried in past. The technical proposal should be in word or pdf , financial proposal in excel or word and all other documents should be given in pdf version. The eligible candidate should email the required documents as per the ToR to procurement@phia.org.in with subject line as “End-line Evaluation of Strengthening Rural Governance for the Right to Food Project”.   Any failure in mentioning the subject line, will not be considered for the procurement process.The last date of submission of proposal is 28.04.2024. Only shortlisted agency/ individual will be informed about the next stage of procurement process within a week after the end date of submission of the proposals.
