Job Title                                   : HR Officer

Direct reporting to                    : Head of Finance and Operations

Functional reporting to             : Head of Finance and Operations

Responsible for                        : No reporting team member.

Nature of employment              : Permanent 

Job Purpose: 

Under the leadership of Head of Finance and Operations, ensure the efficient and effective delivery of human resources operations including:

a fair and safe recruitment service ensuring the selection of the best available talent

HR advice to managers and employees

Development and review of human resources policy

Maintenance of human resources management systems and records  . 

Key Functions: 

Support the HoF&O in developing the HR plan including budget.

Drive process excellence in HR operations and ensure that all stages/phases of HR operations (Joining and onboarding, Group Mediclaim & Accidental Policies, GreytHR, HR Audit, Full & Final Settlement, Attrition Analysis and MIS reports etc.) are deployed in line with key process metrics.

Plan and execute the recruitment process, ensuring that the process support the selection of the best available talent and that safer recruitment processes are adhered to.

Implement the induction of new recruits.

Sustain positive relations with employees and actively support the team to solve operational challenges, providing HR advice to managers and employees in line with labour law and organisational policy.

Support the HoF&O in developing the organizational culture and sustaining a positive work environment through the development of initiatives designed to promote employee engagement. 

To review and strengthen RCI HR policy in line with labour law and best practice designed to attract and retain employees.

To manage the attendance and leave system of RCI.

Ensure that all HR related processes are adhered to effectively and efficiently. For e.g. Employees Provident Fund. This also includes developing and managing relationships with compliance authorities.

Implement the training need analysis for RCI team and develop annual training calendar.

To support the HoF&O and other line managers in planning and executing timely performance management processes of employees

Ensure that any employee relations issues (e.g. disciplinary and grievance issues) are managed compliantly and with a view to sustaining positive working relationships.

Audit HR management systems, staff and consultants’ files and practices of RCI and implement improvement plans.

Take any other work assigned by the HoF&O and related to profile.

Travel as and when required to project locations to ensure familiarity with RCI operations and employees’ concerns. 

General duties 

Uphold and work within Railway Children India’s policies and procedures.

Conduct yourself in accordance with Railway Children India’s Child Safeguarding Policy and Code of Conduct Policy in personal and professional life – which includes reporting suspicions of child abuse or any other breach of these policies.

Actively promote and embody Railway Children India’s core values across the organization and partners.

Undertake any other duties, as appropriate to the post, as delegated by the line manager. 

Expected competencies: 

More than 5 years of experience in Human Resource Management functions, preferably in NGO sector.

Knowledge and experience of HR related legal compliances.

Postgraduate with HR/business management.

Excellent documentation skills with varied writing styles.

Excellent communication and analytical skills.

Proactive with the ability to work unsupervised as well as part of a team

Ability to handle difficult issues with sensitivity and empathy, holding information confidential where required.

Proficiency in all applications of MS Office, especially Word and Excel.

Strong presentation and interpersonal skills.

Good language proficiency in English and any one regional language.

Ability to build rapport with a wide range of people, instilling confidence and trust

Ability to provide constructive feedback and openness to receive feedback, with the purpose of collective improvement.

Willingness to travel to field locations monthly. 

Expected attitude:

Sensitive to the rights of children, especially on child protection and gender issues.

Excellent coordination, networking, management, and partnership-building skills.

Good communication (Hindi and English), analytical, and report writing skills.

Demonstrable commitment to and the ability to uphold and promote Railway Children’s core values.

Understanding of the importance of an organisational Code of Conduct and Safeguarding policy.
