Request for Proposal (RFP): Creation of Standard Operating Procedures (SOP) for Samata Cup Mixed-Gender Football Tournament

1. Introduction:

Patang, a nonprofit organization established in 2003, aimed to create a space for young people in Western Odisha. Over time, it has established a Youth and Education Resource Center (YERC) with various programs fostering youth leadership in the eastern region of India. Since its inception, Patang has focused on promoting "Gender Equality." However, a specific initiative addressing Gender and Sexual and Reproductive Health Rights (SRHR) began with a grant from the Youth Innovation Fund (YIF), National Foundation for India, in 2014.

Patang has created several new programs centered around youth and gender equality. One of these is the Samata Cup, a yearly mixed-gender football tournament aimed at promoting gender equality and nurturing youth leadership through sports. To ensure the smooth operation and consistent management of the tournament, we are seeking proposals for the development of comprehensive Standard Operating Procedures (SOP).

2. Objective:

The objective of the assignment is to develop comprehensive Standard Operating Procedures (SOP) to govern all aspects of the Samata Cup Mixed-Gender Football Tournament

3. Scope of Work:

The SOP will cover all operational aspects of the tournament, ensuring clarity, consistency, and fairness in its execution. It will apply to tournament organizers, participating teams, officials, volunteers, sponsors, and media personnel involved in the event.

It will define the roles and responsibilities of all stakeholders involved in the Samata Cup Mixed-Gender Football Tournament, including organizing committee members, team members, referees, volunteers, and players.

• Conducting a comprehensive analysis of the current tournament structure, rules, and operations.

• Developing detailed Standard Operating Procedures (SOP) covering all aspects of the Samata Cup, including but not limited to:

- Tournament registration and team selection process.

- Venue selection, preparation, and management.

- Match scheduling and officiating.

- Player eligibility, conduct, and discipline.

- Safety and medical protocols.

- Media and promotional activities.

- Financial management and reporting.

• Providing recommendations for improving efficiency, effectiveness, and sustainability.

• Presenting the final SOP document in both digital and hard copy formats.

4. Eligibility criteria:

Interested parties are requested to submit proposals that include:

• Profile, highlighting relevant experience in developing SOPs.

• Methodology for conducting the analysis and developing the SOP.

• Demonstrated proficiency in clear and concise writing, particularly in instructional content.

• Sample or past SOP development experience.

5. Duration of the assignment: 10th to 31st May 2024

6. Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

- Experience and expertise in organising sports tournaments/ event management.

- Clarity and feasibility of the proposed methodology.

- Prior experience of working with young people from marginalised groups will be an advantage.

- Quality of references and past work.

7. Submission Instructions:
