POSITION              : ILEP State Consultant                    

REPORTS TO        : National Medical Advisor

LOCATION            : Kolkata, West Bengal

GLRA India is a nonprofit Indian entity since 1966 and working for the cause of Leprosy, Tuberculosis, Disability inclusion, and Humanitarian crises. Our vision is “A world in which no one suffers from Leprosy, Tuberculosis, and other poverty-related diseases and consequences such as physical disability and social exclusion”. With the support of the principal funding agency DAHW Germany and other international/national/corporate organizations, GLRA currently works in 68 districts in 12 states through direct initiatives and also in collaboration with NGO partners and the government.

GLRA India is looking for an “ILEP Consultant” for the execution of its NLEP state Coordination activities in the state of West Bengal and to support the management in project planning, designing, implementation, monitoring, and evaluation. Overall, under the supervision of the ILEP India Coordinator, the position will contribute to GLRA India’s overall performance in the state of West Bengal and will be responsible for analyzing the results and making recommendations for optimizing the performance. Thus she/he would mainly focus in;

Strategic Planning, developing, and supporting the National Strategic Plan (Leprosy)

Coordinating with the State Leprosy Office for the implementation of NELP

Tasks & Responsibilities

The NLEP consultants assigned by the ILEP agencies in different states play a pivotal role in providing Technical Assistance to the state Leprosy Programme, effectively representing the Central Leprosy Division.  The primary responsibility of the Consultants is to closely collaborate and coordinate with the State Leprosy Officer (SLO) and provide strategic support for the successful implementation of the initiatives under the National Leprosy Eradication Programme (NLEP) within the designated districts of the state. 

Job Responsibilities

Identify the districts and blocks for prioritized action.

Identify emerging trends, such as sudden increase in the proportion of child cases or number of reaction cases reported etc., and devise appropriate action plans.

Conduct visits to districts and sub-district health facilities facing challenges, determine underlying issues and provide guidance to the District Leprosy Officer (DLO) for problem resolution.

Support the monitoring of state drug stores, analyze inventory levels (e.g., clofazimine, prednisolone, single-dose rifampicin, and other logistics), and advise on precautionary measures to prevent shortages.

Support implementation of Nikusth 2.0 at block level during district visits, and guide the district in rectifying the challenges with the support of CLD.

Facilitate and support the joint monitoring missions (JMM) for the supervision and monitoring of the program at the district/state level.

Contribute to documentation and dissemination of best practices from their respective states and share and replicate the best practices from other states.

Ensure the dissemination of any new guidelines from CLD to districts and blocks, and provide support in the implementation of the same.

Advocate and support the state in developing core training resource units at all major levels.

Coordinate with the state/ district authority in ensuring that the state/district health societies are meeting regularly, agendas are prepared in advance by the districts, sufficient time is provided for discussions, and adequate (correct & timely) meeting reports/ minutes are made and distributed.

Facilitate the state in identifying referral centres and establishing a sustainable referral mechanism.

Facilitate RCS camps in established leprosy NGO hospitals with the support of SLO/DLO.

Facilitate and strengthen referral mechanisms to NGO leprosy hospitals from the districts and reverse referral to BPHCs/ PHCs for case management.

Meet NHM & other authorities along with SLO, at the state & district level for review of progress, assessing the needs /priorities, and ensuring the timely release of funds.

Meet the Regional Director of the Regional Office of Health and Family Welfare (GOI) along with SLO to facilitate the timely release of GOI funds and implementation of NLEP activities.

Promote active involvement of persons affected by leprosy in all activities.

Organize periodic meetings with the state representatives of WHO/ILEP/NGO members and persons affected by leprosy, to discuss the progress in the implementation of the planned activities and future needs/priorities.

Support the state in the development and implementation of the State Strategic Plan.

Submit advance tour program (ATP) in consultation with SLO.

Submit monthly report (MR) to the ILEP India with copies to the SLO of the respective state and line supervisor from the organization by the 10th of every month.

Actively participate in the review meetings at the state level.
