RAF Global, in the Western Region of the country, presently implements a wide array of long-term and comprehensive projects in five districts of the intervention states, across the sectors of livelihood, public health, nutrition, water and sanitation, and education along with expanding the scale and scope of good governance.

THE POSITION 

RAF Global is seeking to recruit a Regional Education Manager  for its Western Region  Office at Ahmedabad, which operates a multi-sector programme portfolio in the states of Gujarat and Rajasthan. The Regional Education Manager will primarily support the education portfolio along with designing and implementing a frontline Girls’ education scholarship programme in the state of Gujarat. Overall S/he would coordinate and manage education interventions and take the lead in driving Girl’s education scholarship programme. S/he will also be responsible for strategic planning, programme management, stakeholder engagement, knowledge management including programme documentation, and represent RAF Global in leading platforms, including dialogue with the district/city government.

To be a successful candidate, you will have to be a dynamic team leader along with a deep understanding of the sector of education. You will have strong interpersonal and communication skills, along with substantial experience in managing multi-level projects in the field, preferably within NGOs & INGOs 

JOB RESPONSIBILITIES, DUTIES AND TASKS

Core Responsibilities & Duties:

1. Consistently contribute towards effective management as well as development of education portfolio by providing appropriate technical and strategic support around various aspects of the education programme delivery.

Develop annual programme and budget after assessment and analysis of education-specific needs.

Provide intellectual guidance and technical support to area-based teams on implementation of various education projects within the broader programme portfolio.

Regularly visit fields to objectively monitor and evaluate education-centric project/programme activities to track progress as well as derive learning insight to feed into the ongoing project/programme for enhanced impact and quality.

Develop baseline, midline and end-line tools to assess education project/programme impact in consultation with the national PM&E team.

Undertake robust and progressive research on a wide range of issues concerning education in order to derive learning insight for concurrent improvement of programme impact and quality.  

2. Provide intellectual guidance and implementation support towards rolling out a frontline Girl’s education scholarship programme in the state of Gujarat. 

Launch a successful Girls’ education scholarship programme, including setting programme objectives and  timelines,

Oversee the selection process for the recepients of scholarship including advertising positions, reviewing applications, conducting competitive sceening exams/interviews and selecting suitable candidates.

Provide technical support and guidance to the area team in the process of implementing the Girls’  education scholarship programme.  

Support the digitization of the Girl’s education scholarship programme. 

Map key strategic stakeholders associated with the Girls’  education scholarship and open objective  dialogues with relevant stakeholders to further program objectives and deliverables.

Strike meaningful collaboration with all strategic stakeholders associated with the sector of education, including the state government of Gujarat. 

Drive innovations and document best practices within the scholarship programme, and further popularize the same by adopting appropriate public communication tools and methodology, including social media.

Develop a wide range of popular materials associated with the Girl’s education scholarship programme and disseminate information widely about the scholarship in order to expand the search process.

Develop criteria and standards to canvas deserving girls from underprivileged backgrounds purely on the grounds of merit under the fold of the scholarship. 

3. Extend support towards resource mobilisation and establish effective donor communications at the regional level

Map and explore donors/funding opportunities for future project/institutional partnerships. 

Develop and nurture linkages with CSR agencies for striking objective and meaningful partnerships for RAF Global in India.  

Maintain pro-active dialogue with donors and apprise them of the developments, including emerging trends and insights from the field, along with best practices. 

4. Undertake proactive networking and liaisoning with Government, Civil Society, Media and Academia to strengthen partnerships and leverage resources to advance the mandate of RAF  Global in the Western region.

Map thematic CSO networks and regional blocs, and further proactively network with them to advance the project/institutional mandate of RAF Global  in the Western region. 

Promote and nurture partnerships with schools/academia for undertaking futuristic research to derive learning insight, and further aid intellectual discourse around education.

Map and maintain a productive relationship with the local print and electronic media in order to mainstream institutional news in frontline print and electronic media.

Maintain pro-active linkages with the district authorities and key line departments and constantly look out for deriving synergies and partnerships to advance the mandate of RAF Global. 

5. Documentation of progress reports, institutional updates, success stories & case studies from the education portfolio.    

6. Prepare timely reports for donors and institutions at large. Responsible for budget planning and monitoring.

7. Represent RAF Global in inter-governmental forums, public information/relations events and key meetings. 

ESSENTIAL CRITERIA FOR THE ROLE

A Master’s degree or equivalent in development-related disciplines, economics,  public policy or other social science fields from a premier institute is required.

10+ years of progressive and substantial experience in the sector of education.

Thorough knowledge and command over the sector of education

Experience, knowledge and understanding of programme management, development cooperation, and donor landscape.

LANGUAGE REQUIREMENTS

Excellent written and verbal communication skills in English.

Working knowledge of national/regional languages will be an asset.
