About the organization:

JSI R&T India Foundation (“Foundation”) is a not-for-profit company, registered in 2014 under Section 8 of the Companies Act 2013. The mission of the “Foundation” is to improve the health and well-being of vulnerable communities through innovative, evidence informed and replicable strategies in partnership with government, private sector and civil society.

JSI Foundation works closely with the Ministry of Health and Family Welfare, Ministry of Women and Child Development, as well as state counterparts, Niti Aayog, leading CSR companies, international donors and UN organizations. We implement innovative, context specific and comprehensive Public Health programs in India, particularly in the areas of reproductive, maternal, newborn and child health (RMNCH), HIV/AIDS, tuberculosis, nutrition, supply chain management.

The “Foundation” is implementing comprehensive health and nutrition projects funded by Nayara Energy, and Global Fund.

Project Background

Project Tushti is a partnership between Government of Gujarat, Nayara Energy, JSI R&T India Foundation and Indian Institute of Public Health Gandhinagar. Tushti aims at improving the nutrition status in the state of Gujarat with specific focus on Devbhoomi Dwarka district. Based on the learnings of TUSHTI 1.0 (2019-2023), it is proposed to scale-up tried and tested approaches around behaviour change across the state and have intensified and focused activities for improving the health and nutrition across the life cycle in the district of Devbhumi Dwarka. Tushti 2.0 complements the efforts of government of Gujarat as a catalyst to promote social and behaviour change amongst different age groups, across the state through a multipronged approach. TUSHTI 2.0 focuses on target groups such as Children aged 0-59 months for Preventive, Promotive and Curative activities for reducing undernutrition, as well as on adolescent girls, pregnant women, and lactating mothers for preventive and promotive activities for improved nutrition practices and health seeking behaviour.

Assignment Background

Importance of nutrition education and counselling: 

here is evidence that nutrition education and counseling, either alone or with other communication channels and tools, improves health outcomes, nutrition practices, and nutritional status. Programs and studies often state that quality and “person-centered” care are part of “good service delivery; however, these components are not well defined or reported on. Furthermore, if a supportive enabling environment is in place, quality counselling with beneficiaries can improve community behaviour change.

Counselling is a two-way conversation, and requires soft skills such as establishing rapport, active listening, demonstrating empathy, and engaging family members or other social supports where possible. Limited time, infrastructure, staff capacity and motivation often hinder or prevent the delivery of quality antenatal, postnatal, infant and young child nutritional care and often, nutrition counselling does not happen or does not happen well. This is important because many nutrition actions achieve the desired outcomes when women and mothers use a recommended nutrition practice at home. The quality of counseling a woman receives from service provider helps her in following the recommended practice.

The Agency is expected to have strong expertise in conducting similar assignments in Gujarat.

PART B : INSTRUCTIONS TO BIDDERS

1. DEFINITIONS

2. PROPOSAL SUBMISSION AND REQUIREMENTS

Bidders are encouraged to read the entire RFP document including the standard terms and conditions to ensure that their RFP addresses all of the items cited in the proposal instructions. The proposal must be submitted by the deadline established in the RFP. Proposals received after this due date and time will not be accepted for consideration.

a. Questions

All questions or clarifications regarding this RFP must be in writing and submitted to procurement@in.jsi.com, no later than 13th May 2024.

Questions and requests for clarification, and the responses thereto, will be circulated to all RFP recipients who have indicated interest in this RFP by 15th May 2024.

Only written answers from JSI R&T INDIA FOUNDATION’s authorized representative will be considered official. Any answers received outside the official channel, whether received verbally or in writing, from employees of JSI R&T INDIA FOUNDATION, or any other party, will not be considered official responses regarding this RFP. 

b. Submission of Proposals:

The bidder’s quotation must be accompanied by a cover letter typed on official organizational letterhead and signed by an individual who has signatory authority for the bidder. The bidder must submit a complete quotation package on or before the due date and time (20 May 2024). All proposals, inquiries, and correspondence pertaining to this solicitation are to be directed to the email ID: procurement@in.jsi.com only

The written proposal must contain the following information and documentation:

Technical Proposal should be submitted separately at the above-mentioned email address. The subject line of email should state, “RFP No: JSI R&T India Foundation RFP/2024/02_ TECHNICAL PROPOSAL- FOR PROVIDING TELE-COUNSELLOR SUPPORT 

Fnancial Proposal should be submitted in a separate email at the above-mentioned email address and should mention the following in the subject line RFP No: JSI R&T India Foundation RFP/2024/02_ FINANCIAL PROPOSAL- FOR PROVIDING TELE-COUNSELLOR SUPPORT 

Please note that the file size must not exceed 20 MB. In case the file exceeds 20 MB, you can submit the technical proposal in two parts-clearly specifying so in the proposal

The technical proposal should not exceed 10 “A4 size” pages (excluding CVs and annexures) and must contain the following information:

The written proposal must contain the following information and documentation:

UNDERSTANDING OF THE CONTEXT AND NEED FOR ASSIGNMENT (1.0 pages)

TECHNICAL APPROACH/METHODOLOGY (5 PAGES)

A concise technical approach, not to exceed 5 pages, on how the bidder will carry out the scope of work detailed in Part II. The bidder should propose the details on how the assignment will be undertaken

A work plan and schedule of tasks (Gantt chart).

Any additional documents should be attached as annexure.

Capability Statement (1.5 pages): A detailed description of the bidder’s capability and experience in undertaking this task. The bidder must have substantial prior experience of deploying and managing human resources, preferably of running call centre operations within the Social Development/ Women and Child Development Department etc.

Human Resources (1.5 pages): Proposed team of Counsellors and Supervisor who will be required to dedicate full time for the assignment. The proposed team should have the desired qualifications and experience of conducting similar assignments in the past. Detailed CVs should be attached as annexure.
