Position: – MIS Assistant - Vulnerability Mapping for TB

Job Location: Nuh, Charkhi Dardri, Fatehabad, Sonipat, Karnal

Nature of Employment: The appointment will be for a period of 9 months or co-terminus with the project, whichever is earlier.

Programme Overview:

India continues to bear the world’s highest burden of tuberculosis (TB) in terms of absolute numbers of incident TB cases. India has set an ambitious target of eliminating TB by 2025. In order to achieve this target, the National Strategic Plan 2017–2025 has set an ambitious target to reduce estimated mortality due to TB (per 100,000 population) by ~90% and incidence by ~80% by 2025. Doing this would require, among other things, early identification and treatment of TB patients.

The Government of Haryana proposes to launch a census style door-to-door vulnerability mapping (VM) exercise in the state to improve Tuberculosis (TB) case-finding at the community level. This exercise will entail an effort to identify ‘TB hotspots’ across all districts in Haryana, areas with high rates of TB presumptive population and / or the presence of vulnerable population. The proposed exercise aims to collect individual-level data on risk factors for TB in order to map vulnerability for TB in districts of Haryana.

Our client, under the aegis of the government, shall provide technical support for the initiative in terms of intervention design, development of the vulnerability index based on available literature and expert consensus, development of a mobile application for conducting the VM activity, and monitoring & evaluation (M&E) of the same regularly. While the current active case finding (ACF) activities primarily target individuals through symptom-based screening, the VM intervention will help the state adopt an approach of targeting hotspot areas and vulnerable individuals who are at higher risk of developing TB.

Position Summary:

Seeking individuals on Third Party Payroll for providing support at the district and block level for the vulnerability mapping exercise in Haryana. The support will be in terms of training and troubleshooting for the mobile application and monitoring the usage and uptake of the same.

Responsibilities:

• Regular monitoring and analysis of data for tracking progress and identifying issues.
• Engaging with Government stakeholders at block and district for updating them on the progress of vulnerability mapping based on insights from the data collected and highlighting issues and bottlenecks.
• Conducting refresher trainings of Front Line Workers (FLWs) on using the MIS application.
• Piloting of the application in the field in coordination with the FLWs.
• Making regular field visits for identifying and raising data quality issues.
• Basic troubleshooting of the application in the field and escalation of issues as needed.
• Reporting on monthly activities conducted and support provided for vulnerability mapping exercise.
• Any other work assigned by the supervisor

Qualifications:

• Graduate/Bachelor’s degree in any field.
• Minimum 3 years of relevant field level work experience in public health, including engaging with district and block officials.
• Experience in training, troubleshooting, and data entry for management information systems (MIS) such as Nikshay (TB), FPLMIS (family planning), HMIS (health service delivery), e-Aushadhi (stock management).
• Strong data analytics and communication (written and verbal) skills.
• Entrepreneurial mind-set, including ability to work independently, self-motivate, and propose and implement new initiatives.
• Motivated to travel frequently to meet the needs of the program and deliver impact effectively.
• Proficiency in Microsoft Office, particularly Excel and Word.
• Proficiency in Haryanvi/Hindi and functional knowledge of English.

Location and travel:

• The MIS assistant will be assigned 3-4 districts in Haryana for field work. He/she will be based out of one of the assigned districts and travel to the other assigned districts on a regular basis as per the approved plan.
• The position requires spending about 20 working days in the field in a month and the MIS assistant will be required to have a two-wheeler which will be used for official purposes

Remuneration: 40,000 – 55,000 per month. In addition to the salary the appointee will be allowed to claim for travel and travel related (food, hotel) expenditure as per policy.
