Mobile Creches, (MC) a pioneer NGO, has been operational since 1969, providing childcare and health services to more than 15,000 children every year in the National Capital Region, through workplace and community-based crèches and daycare centres, every year.

MC pioneered the cause of Early Childhood Care and Development (ECCD) and focuses on young children under six years in urban slums and children of migrant workers at construction sites. MC’s multi-pronged approach- providing childcare services to young children at worksites, urban slums, rural and tribal communities, working with parents and communities to amplify the ECD agenda, enhancing linkages with government ECD services, training the ECD workforce, influencing government policies, promoting research in the field of ECD, address both the short and long term needs of children. It is officially recognized as the National Creche agency by the government and is on the path of accelerating ECD services for the children of marginalized communities by scaling up in partnership with the government and other players in civil society.

We would like to inform you that Mobile Creches has planned to run and manage Creche centres for children from 7 months to 3 years of age in Nagari block of Dhamtrai district. The centres will ensure supplementary feeding, health, hygiene safety /protection, and stimulation for holistic childhood development, and facilitate getting government entitlements to the children. Identifying growth-faltering, underweight, and wasted children (7 months to 3 years) and referring them to a health facility and follow-up.

Department- Child Care Services

Designation: - State Childcare Services Lead – Chhattisgarh

Position Overview:

The ‘State Childcare Services Lead’ holds the responsibility of supervising operations in Chhattisgarh, focusing on specific areas such as Dhamtari district-Nagri block, this role encompasses efficient program implementation, forging strategic partnerships with government and non-government authorities at the State, District, and Block levels. The State Childcare Services Lead will play a pivotal role in enhancing coordination, ensuring open and effective communication, assembling, and managing teams, and cultivating a positive and collaborative work environment.

Level: 5

Reporting to: - Senior Thematic Lead - Child Care Services,

Reported by: - State Support and Program team, Chhattisgarh.

Educational Qualifications: master’s degree in social work, Social Studies, Public Health, MBA, Rural Management, or equivalent.

Total work Experience: Minimum 10-12 years of experience leading State-level Program implementation teams in Nutrition/Health/Sanitation or related programs, with a focus on rural and tribal areas.

Essential Requirements: The candidate must be relocated to Chhattisgarh and must be willing to travel for at least 2-3 weeks in a month.

Age criteria: Must be in the age group 35 to 45 years.

Responsibilities: - Specific areas of responsibilities include but are not limited to:

Programme Management:

• Operational Roll-out: Lead the implementation of childcare programs across 40 centers in specified Blocks/districts, ensuring strict adherence to protocols and standards.

• Strategic Planning: Develop annual work plans, budgets, and context-specific strategies in alignment with organizational objectives and project management frameworks.

• Monitoring and Evaluation: Implement robust monitoring and evaluation mechanisms, conducting regular field visits to assess program fidelity, effectiveness, and progress.

• Performance Tracking: Review the program periodically, analyzing data, conducting case studies, and sharing success stories. Identify delivery gaps, take corrective measures, and ensure milestones and targets are met.

• Flexibility and Adaptability: Be flexible and ready to undertake any task related to the program, adapting to changing circumstances and requirements. Address program- related challenges promptly and effectively.

Stakeholder Engagement:

• ECCD Ecosystem: Cultivate strong relationships with essential stakeholders within the State Early Childcare Development (ECCD) ecosystem, both governmental and non- governmental agencies, operating at the State, District, and Block levels. Strive for prominent program visibility, working towards acknowledgment as a key organization within the ECCD domain.

• Collaborative Environment: Facilitate joint reviews and collaborative sessions with stakeholders to build a positive and collaborative environment. Identify opportunities for convergence and strategic partnerships to amplify program impact.

Financial Management:

• Resource Optimization: Ensure optimal utilization of funds and resources for all centers operated by Mobile Creches in Chhattisgarh.

• Budget Planning: Review and plan project budgets and expenditures. Provide detailed financial projections as per the approved budget, ensuring financial efficiency.

• Financial Oversight: Oversee finance management, including monitoring expenses, conducting financial reviews, and ensuring adherence to budgetary guidelines. Maintain accurate financial records and reports.

• Transparency and Compliance: Ensure transparency in financial processes, complying with organizational policies and guidelines. Conduct periodic financial assessments to maintain fiscal responsibility and accountability.

Team Building/Team Handling:

• Leadership and Support: Take full responsibility for supporting the team in the effective implementation of the program/project. Demonstrate strong leadership qualities by empathetically understanding the challenges faced by team members and stakeholders.

• Regular Engagement: Conduct regular team meetings to provide guidance, set targets, and foster a participatory work environment. Supervise the team, ensuring adherence to service rules and procedures.

• Encouraging Cooperation: Encourage a cooperative and supportive work culture within the team. Promote collaboration and teamwork, fostering an environment where team members actively engage and support each other.

• Creativity and Innovation: Demonstrate creativity in problem-solving, responding flexibly to changing field situations. Devise innovative strategies to overcome challenges, ensuring the team remains motivated and solution oriented.

• Accountability: Take full accountability for the timely delivery of projects and their quality. Ensure donor satisfaction by maintaining high standards of work and meeting project deadlines effectively.

Key Skills Required:

• Technical Proficiency: Fluent in MS Office, especially Word, Excel, and PowerPoint. Proficient in electronic communication, ensuring smooth and efficient correspondence within the team and with stakeholders.

• Communication and Presentation: Possess excellent communication, analysis, and presentation skills. Able to convey complex ideas clearly and effectively to team members, stakeholders, and partners.

• People Skills: Ability to manage and work effectively in a multi-disciplinary and multi- cultural team. Foster positive relationships, resolve conflicts, and promote a harmonious work environment.

• Community Engagement: Understanding about engaging village community effectively, ensuring their active participation and understanding of the program. Cultivate a passion for the organization's mission, fostering a sense of ownership among community members.

• Reporting and Documentation: Sound reporting and documentation skills, ensuring accurate record-keeping and reporting of project progress, outcomes, and challenges.

• Language Proficiency: Proficiency in the principal language of the state were posted i.e. Hindi, both spoken and reading. Excellent writing skills in English, ensuring clarity and precision in written communication.

• Interpersonal and Leadership: Possess excellent interpersonal and team skills, demonstrating strong leadership abilities. Encourage collaboration, motivate team members, and instill a sense of purpose and dedication.

• Proactive Approach: Self-starter who takes ownership and responsibility for projects. Ability to proactively identify issues, propose solutions, and manage processes and activities in a result-oriented manner.

• Time Management: Ability to work effectively under tight deadlines, ensuring efficient time management and prioritization of tasks to meet project goals and objectives.
