Position: State Programme Officer

Stationed at: Bhubaneswar

Nature of Employment: Regular/ Full Time

Qualification and experience:

Must have Bachelor’s degree in Social Work/Agriculture/Tribal Development/Rural Development/Social Science or any other relevant discipline. Master’s degree is desirable.

Minimum three-four years managerial experience (in a senior position) and understanding of organizational issues and (team) dynamics.

Experience of organizing and conducting Review/ sharing in workshops, meetings, etc.

Experience of programme and financial monitoring, reporting and donor compliances

Ability to interact with a wider variety of external stakeholders including government officials, and representatives from private sector, civil society organizations.

Understanding of data analytics, technology trends, research and innovation is desirable.

A collaborative working style and experience of working across teams.

Personal Characteristics:

Strong leadership and interpersonal skills to develop, monitor and implementation of various projects of the organization.

Excellent written and verbal communications, and presentation skills in both Hindi and English. Proficiency in Odia will be regarded as an added advantage

Computer proficiency with high level of familiarity with MS Word, Excel, Power Point.

Personal Drive, Commitment and Ownership for the delegated responsibilities.

Ability to plan and think strategically as well as excellent coordination and motivation skills.

Good Project management skills along with good documentation skill.

Excellent communication, negotiation, and interpersonal skills.

Maximum age limit: 45 Years

Riding motorcycle and driving license is must. Extensive travel 50-60% in a month.

Job Summary

The State Programme Officer will be responsible for overall management of the projects implemented within the organization. She/he has to coordinate project operations with the field implementation team as well as support agency’s coordination team. The State Programme Officer will be involved in identifying areas that need attention and in designing and managing programmes to address the challenges and opportunities identified. The State Programme Officer will ensure the successful implementation of the projects towards achieving the organizational goals.

Responsibility:

As the State Programme Officer, his/her role is central to the successful implementation of projects within the organization. His/her responsibilities encompass a wide range of activities, aimed at ensuring the effective coordination, management, and strategic development of programs.

Overall Project Management:

He/she will take ownership of the entire project lifecycle, from planning and initiation to execution, monitoring, and successful closure of projects.

He/she will develop comprehensive project plans, outlining timelines, deliverables, and resource requirements.

He/she will be responsible for operations, project management, project support, monitoring and quality assurance, to ensure adequate provision of services, flow of information and the project’s compliance with its obligations.

He/she will participate actively in the design and development of programs based on identified needs and organizational goals.

Oversee the effective implementation of programs, ensuring they align with the organization’s mission and strategies.

He/she will contribute to strategic planning by identifying emerging trends, risks, and opportunities within the project landscape.

Provide insights for the development of organizational strategies.

Coordination with Team and Field Implementation:

He/she will collaborate closely with the field implementation team to ensure the smooth execution of project activities.

He/she will provide guidance and support to field staff, addressing challenges and facilitating efficient project implementation.

He/she will coordinate and work with project coordinators, MIS expert to track progress of the projects.

He/she will conduct regular assessments and analyses to identify areas requiring special attention, improvement, or intervention.

He/she will proactively address challenges and capitalize on opportunities to enhance project outcomes.

He/she will coordinate with Programme Lead and Finance Team to ensure adherence to reporting and payment schedules of planned programme activities.

He/she will provide regular updates and reports on progress to project’s stakeholders.

Provide technical support to the development, implementation and evaluation of the project activities.

Manage internal communications within the team.

Stakeholder Engagement:

Engage with a diverse range of stakeholders, including government entities, community leaders, and partner organizations.

Foster positive relationships to enhance collaboration and support for project activities.

Communicate effectively with other departments to ensure a cohesive and integrated approach to project management.

Foster cross-functional collaboration with other departments to achieve organizational goals and objectives.

Capacity Building:

Identify training needs within the project team and facilitate capacity-building initiatives.

Support the professional development of staff through mentoring and coaching.

Set clear performance expectations, provide regular feedback, and conduct performance evaluations to ensure the team's success.

Concept/Proposal Development, Reporting and Documentation:

Develop concept notes and proposals and presentations; respond to national and international Requests for Proposals (RFPs), including Grants.

Prepare regular, comprehensive reports detailing project progress, achievements, challenges, and lessons learned.

Ensure accurate and up-to-date documentation of all project activities.

He/she will keep regular contact with project experts to inform them about the project technical details and review the reports and other documents emanating from the other sources.

Ensure that the values, vision, mission and policies of the organization are upheld.

Reporting to: Executive Director or Assigned Person by the Authority.

Travel Requirement: 50-60% of the total time
