Organisational Background:

People’s Rural Education Movement (PREM) is a secular, humanitarian, non-political and non-governmental organization working for the development of Adivasi (indigenous), Dalit, Fisher folk and other marginalized communities of Odisha and other states of India. PREM with the technical and financial support of United Nations Population Fund (UNFPA) is working on developing, strengthening and consolidation of scalable model Girl Friendly Panchayats (GFP) in the context of Panchayat Extension to Scheduled Areas (PESA), thus contributing to thematic areas 3 and 9, child friendly panchayat and women friendly panchayat, respectively, of localizing Sustainable Development Goals (SDG). Currently, with 29 Model Girl Friendly Panchayats developed, the project aims to scale up the GFP initiatives in the State.

In this regard, UNFPA has signed a Memorandum of Understanding (MoU) with State Institute of Rural Development (SIRD) to cooperate and collaborate on Localization of Sustainable Development Goals 3 and 5 in the context of Panchayat Extension in Scheduled Areas (PESA) through a comprehensive, integrated, and inclusive program and policy framework.

Job Description

PREM would like to engage a consultant to strengthen its approach and provide support in the training, capacity building and knowledge management of activities aiming at Localisation of SDG 3 and 5, Good Health and Wellbeing and Gender Equality, respectively, in the context of PESA. The consultant will extend support in strengthening aspects related to gender in Panchayati Raj Institutions (PRI) through training, development of training modules, frameworks, and capacity building.

Key Deliverables:

The consultant will be responsible for:

• Identify gaps in capacity and knowledge on the localization of SDG 3 and 5 in the context of PESA in Odisha

• Contribute to capacity building packages to support the roll out of training exercises to empaneled resource persons of SIRD at State and District levels, gram panchayat, block and district level government officials, cluster resource persons, panchayat representatives on to address gender discrimination and harmful practices against girls and women such as child marriage, domestic violence, and dowry.

• Assist training events on responding to ICPD mandate including SRH needs and preventing GBV in PRI and PESA context.

• Development of toolboxes, materials and modules on localization of SDG 3 and 5 for Panchayat Learning Centers

• Provide support in strengthening Gender in Gram Panchayat Development Plan (GPDP)

• Provide support in preparing documentation, documentary videos, and other content for media including social media of UNFPA and SIRD

• Prepare program reports and interim reports as required

• Maintain a profile of the intervention areas and improvement in development indicators.

• Keep record of trainings and officials and volunteers trained on localization of SDG 3 and 5.

• Extend technical assistance to stakeholder and partners in focus areas

• Actively participate in meetings and conferences at the state & district level to raise awareness on the need to integrate the ICPD Programme of Action into functioning of local self-government institutions and panchayat learning centers

• Gather existing knowledge and lessons learned from UNFPA’s work in women and girl friendly local governments globally for sharing widely within the state through workshops, consultations, and other forums

• Engage in program and project development and review as required, ensuring the integration of a girl friendly approach in Gram Panchayat Development Plan and across the PESA areas

Others:

• Carry out any other related duties as may be assigned by SIRD and UNFPA Odisha.

Qualifications and experience:

Education:

Master’s Degree or equivalent in any Social Sciences or any related area.

Knowledge and Experience:

• Minimum three years of relevant experience in the field of Panchayati Raj Institutions

• Knowledge and experience working with governments, civil society, international organizations specifically with a focus on local self-governance institutions

• Experience in conducting training for state, district and block level Government Officials, PRI representatives and

• Developing and delivering capacity building exercises for diverse audiences is an asset.

• Experience in preparing reports, policy documents, training modules on Local self-governance institutions.

• Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint etc)

Languages:

Fluency in written and spoken English. Knowledge of Hindi and Odia languages will be an advantage.

Nature Of Engagement

The Consultant shall be hired on a consultancy contract through PREM. The Consultant will be placed at SIRD, Bhubaneswar.

Remuneration:

Gross compensation budgeted for the position is Rs.65000 per month and will commensurate with the experience and salary history of candidates. Reimbursement of DSA & Accommodation (if any) will be made as per Travel Policy of PREM.

Duration:

The selected candidates shall be appointed initially till December 2024. Contract may be extended subject to satisfactory performance and availability of fund.
