PROGRAM(S): The position will be based at Health department in Delhi
REPORTS TO (Title Only): Functional reporting will be to Project Lead at EngenderHealth.
Additional Technical reporting to State Nodal Officer in Education department for School Health and Wellness Programme (SHWP)/Rashtriya Kishor Swasthya Karyakram (RKSK).
The position will also work very closely with respective programme Director/ Division Head of UNFPA at state

PROJECT SUMMARY
UNFPA is key partner for Adolescent Health Division, Government of India in planning, implementation and monitoring of School Health & Wellness Program and Rashtriya Kishor Swasthya Karyakram across the country and especially in 6 states allotted to UNFPA (Bihar, Delhi, Odisha, Rajasthan, Punjab and Madhya Pradesh). EngenderHealth has been identified by UNFPA as a technical partner (3 years) for providing technical and implementation support to the respective state departments in the states allotted to UNFPA for rolling out of School Health and Wellness Program and RKSK. Through UNFPA support, EngenderHealth will be working along with the state teams (UNFPA and Government) to support implementation of state priorities. The overall Goal of the project is improved responsiveness of the GoI’s national flagship SHWP and RKSK programs for the holistic development of adolescents.
SCOPE OF WORK:
The State Technical Coordinators will be required to support the respective state governments Department of Education and SCERT for rolling out the implementation of the School Health and Wellness Programme & Rashtriya Kishor Swasthya Karyakram in the respective state. State Technical Coordinators will provide technical support to the department for the rolling out / implementation of the SHWP program/RKSK program, as per the project guideline. The position will support and work with other team members of the department, to achieve the annual work plan of the department and towards project success. One of the key components will be monitoring the activities of the project, especially in the operationalization of the School Health Programme & Rashtriya Kishor Swasthya Karyakram and providing Quality assurance in the implementation districts.
ESSENTIAL FUNCTIONS:
1. Providing technical support, the respective department of Health for supporting the SHWP & RKSK programs, including preparation of PIPs, developing implementation strategy and rolling out of the activities.
2. Support in developing and implementing innovative strategies for improving the effectiveness of adolescent health and well-being programs in identified states.
3. In coordination with UNFPA and EngenderHealth liaise regularly with Departments of Education, Health and other relevant partners and ensure efficient exchange of information for decision making.
4. Familiarize with national guidelines, protocols, resource materials, quality assurance mechanisms and key activities under SHWP/RKSK to ensure that the programme activities at state are aligned with the national priorities.
5. Prepare the identification criteria of Nodal teachers to be trained as Health and Wellness Ambassadors in coordination with all stakeholders.
6. Identify and prepare a listing of potential Nodal Teachers, Principals /Headmasters to be developed as Health and Wellness Ambassadors.
7. Coordinate relevant activities in co-ordination with Department of Health and Education for successful implementation of any research activities planned by on adolescent health and well-being.
8. Collect and collate the information/data on SHWP/RKSK training, class room transactions and prepare monthly reports, including SHWP MIS including develop grading card of schools/districts.
9. Recommend value additions/innovations to enhance programme efficacy, such as parents’ sensitization or testing approaches involving engagement of health and wellness ambassadors and messengers in programme designing and planning.
10. Support Identified State and Block Resource person and Nodal Teachers to enhance their capacities as per their envisaged role in the project
11. Support State Health department in planning, conducting and monitoring of trainings and develop systems to strengthen the SHP through the planning of training, refresher and monitoring on regular basis.
12. Support State Health department to link the School Health Programme with other programs implemented by Health Department for adolescents, such as, RKSK, RBSK, WIFS, MHM etc. to provide a continuum of care to school going adolescents.
13. Undertake field visits to the implementation districts as and when required to facilitate activities/workshop/trainings and assess the progress of the implementation (60% of the Quality time)
14. Support UNFPA in evidence-generation and advocacy for enhancing investments and expanding adolescent health programs across the country
15. Initiate documentation of different activities in the project in close coordination with relevant stakeholders
16. Any other tasks as may evolved in consultation with EngenderHealth, UNFPA or the respective department in respect to the implementation of the SHWP/RKSK
DELIVERABLES:
1. Submission of monthly/quarterly/annual plans and reports to EngenderHealth.
2. Facilitate convergence meetings for strengthening the implementation of these programmes.
3. Provide technical inputs to Health department in coordination with UNFPA and Engender Health to rollout and strengthen the PE approach under RKSK programme and SHWP
4. Facilitate capacity building workshops under these programmes through technical inputs.
5. Support in development of knowledge products (videos, coffee table booklets, newsletters guidelines, IEC materials)
6. Document success stories under the programmes and contribution to other knowledge products
7. Support in strengthening the reporting /MIS under these programmes
QUALIFICATION AND EXPERIENCE:
1. Post Graduation degree/ Diploma in Social studies/ Rural Development/ Social Work /Public health/
2. 3-5 years of experience on working with the health sector will be essential.
3. Experience of working on adolescent health/empowerment, the school health and wellness projects and working experience to work with the Government department will be advantageous to the project.
4. Understanding of the formal elementary and secondary education system of the implementation state will be an advantage.
5. Proficiency in the computer (MS office), documentation and reporting

2. Knowledge of basic M & E framework.
3. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English. Having knowledge of local language is desirable
4. Ability to liaise with a verity of stakeholders.
5. Willingness to travel to difficult to reach areas (slums, tribal population and marginalized women. Willing to travel up to 50% of time.
6. Computer proficiency with high level of familiarity with MS Word, STATA, Excel, power point etc. and data base management programs.
