About SAATHII: Solidarity and Action Against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training, and other technical assistance.

About the Project: SAATHII has been chosen as one of the principal recipients (PR) of the Global Fund's (GF) HIV programs for 2024-27. The project's overarching goal is to contribute to the national goal of ending AIDS by 2030. SAATHII will assist the National AIDS Control Program (NACP) in meeting the UNAIDS fast track goals of 95-95-95 by expanding its new model for a comprehensive continuum of care, from prevention to treatment, which will include:

a. Strengthening and expanding Care and Support Centres (CSC 2.0), including the Elimination of Vertical Transmission of HIV and Syphilis (EVTHS).

b. Strengthening and expanding integrated HIV, tuberculosis, STI, syphilis, and viral hepatitis interventions among incarcerated individuals

Furthermore, this initiative will strengthen community systems and encourage community partners (key and affected population organizations and networks) to be involved in design, implementation, innovation, and monitoring, resulting in increased community ownership and reduced stigma; and undertake Red Ribbon Bus (RRB) Campaign to raise HIV awareness in vulnerable populations.

Red Ribbon Bus (RRB) Campaign: The project aims to increase awareness and reduce misconceptions among young people and rural populations through the Red Ribbon Bus Campaign, similar to NACO's Red Ribbon Express (RRE) conducted a few years ago. The RRB campaign will be a mobile vehicle-based awareness and demand generation campaign that will travel throughout semi-urban and rural areas to raise awareness and mobilize people to seek HIV, tuberculosis, STI, and SRH services. The campaign will raise awareness and comprehensive knowledge of HIV, tuberculosis, STIs, and Sexual and Reproductive Health (SRH) in all high and medium-prevalence districts.

Project Geography: SAATHII will implement the project in ten states and union territories (Tamil Nadu, Kerala, Andaman and Nicobar Islands, Puducherry, Karnataka, Andhra Pradesh, Telangana, Haryana, and Punjab) through five SR partners.

SPECIFIC JOB RESPONSIBILITIES:

Regional Program Specialist - (RPS - RRB) (1 Position):

The RPS - RRB will play a pivotal role in coordinating and overseeing various aspects of the program, including coordinating with national, state, and district level stakeholders for implementing RRB campaigns. The RPS will be responsible for - (a) ensuring the program is able to achieve the set targets, with optimal funds utilization; (b) fostering synergy between national and state level stakeholders; (c) assessment and mitigation of potential risks and challenges; and (d) ensuring adherence to organisational, statutory, and donor compliances

The RPS - RRB will report to the NPS (P&OCS, CSS). The RPS-RRB will be based at SAATHII, New Delhi Office.

Roles and Responsibilities:

The RPS will be responsible for the following:

1. Lead the Red Ribbon Bus (RRB) campaign and ensure its smooth rollout in the implementation states

2. Coordinate with NACO for developing Standard Operating Procedures (SOP) and for finalizing the design of the RRB.

3. Secure necessary permissions from NACO and other authorities, and facilitate issuance of instructions to relevant state authorities.

4. Follow the organisational procurement process for bus hiring, and redesign and develop IEC materials for the program.

5. Develop training modules for RRB components

6. Facilitate hiring of language-specific staff / consultant at the state level, and ensuring their training

7. Coordinate with SACS for developing the RRB route map, and secure requisite permissions from SACS and other authorities, and facilitate issuance of instructions to state and district level authorities.

8. Support and coordinate with SRs, SSRs, DAPCU/DISHA, and other local stakeholders for implementation of the RRB campaign at the state and district level

9. Training / orientation of SR staff, Community Champions, and other local stakeholders

10. Support the M&E team in developing data recording and reporting tools for capturing the RRB data.

11. Ensure timely reporting to the PR, DAPCU/DISHA, SACS, and NACO

12. Conduct ongoing risk assessments and develop and implement risk mitigation plans.

13. Ensure adherence to the program and financial systems and compliance with the GFATM, NACO, and organizational policies

14. Undertake any other activities and responsibilities as reasonably required by the project and organization

QUALIFICATIONS, EXPERIENCE AND SKILL-SET:

1. Postgraduate in health, social work, sociology, psychology, management or its equivalent with at least eight years of relevant experience in health and development sector (graduate candidates with significant experience of working with HIV project related to Red Ribbon Youth clubs, CST, EVTHS, prison intervention will also be considered)

2. Understanding of the national HIV program is essential

3. Experience of working on HIV projects with in-depth technical knowledge of HIV prevention, care, support, and treatment services

4. Proven ability at Project / Program Manager level, managing multi-state complex projects with tight deadlines and ambitious targets

5. Ability to manage multiple partners, and engage with stakeholders from various sectors of government, civil society and communities at national to sub-district levels

6. Proven track record of being a successful mentor to individuals, teams, and organizations

7. Demonstrated experience in conducting and managing training for healthcare providers.

8. Familiarity with M&E and research, and experience using M&E data in program management

9. Proven experience preparing budgets, and expenditure analysis

10. Sound computer skills, including use of Internet, MS Office™ software, and data analytics

11. Proven ability to develop high level technical report and ensure timely submission to donors and stakeholders

12. Excellent oral and written communication skills in English, and working knowledge of Hindi (communication skills in Tamil, Telugu, Malayalam, Kannada, or Punjabi languages will be an added advantage)

13. Ability to work independently and as a team player in a complex multicultural environment

14. Willingness to be based in the location they are applying for and work from office, and travel extensively to project implementation sites (18-20 days/month), and willingness to work beyond standard hours and / or on holidays based on project requirements.

15. Willingness to travel onboard the Red Ribbon Bus with the field team for several days or weeks at a stretch.
