About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training and other technical assistance.

About the Projects:

SAATHII is selected as the Principal Recipient (PR) to implement The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) supported HIV and TB projects for 2024-27.

Tuberculosis: SAATHII, with the support of The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) and guidance from the Central TB Division, will be implementing; (a) Integrated Pediatric TB care services in both the public and private health sectors to increase pediatric TB case detection and improve treatment outcomes, and (b) Active Case Finding (ACF) for early detection of missing TB cases among key and vulnerable populations, using innovative AI-enabled. The project will be carried out through Sub-Recipient (SR) partners in the states of Chhattisgarh, Karnataka, Haryana, Punjab, Rajasthan, Telangana, and Uttar Pradesh.

HIV: The HIV project's overarching goal is to contribute to the national goal of ending AIDS by 2030. The project, guided by the National AIDS Control Organization (NACO), will expand the new model (CSC 2.0) of comprehensive continuum of care, from prevention to treatment, which includes Care and Support Centers Elimination of Vertical Transmission of HIV and Syphilis (EVTHS), HIV interventions among incarcerated populations, Community System Strengthening (CSS), and the Red Ribbon Bus (RRB) Campaign. SAATHII will implement the project through SR partners in ten states and union territories (Tamil Nadu, Kerala, Andaman and Nicobar Islands, Puducherry, Karnataka, Andhra Pradesh, Telangana, Haryana, and Punjab).

SAATHII seeks applications for the position of Finance Director for the GFATM-supported projects listed above.

Job Responsibilities of the Finance Director:

The Finance Director assumes a pivotal role in overseeing the comprehensive financial, administrative, and human resource management aspects of the GC-7 round (2024-27) HIV and TB components run by SAATHII as the Principal Recipient (PR). This entails stringent adherence to sound financial management, statutory regulations, donor requirements, and organizational standards throughout the duration of the grant

Financial Management:

1. Establish a robust financial management system that will help the program run efficiently and achieve its targets and goals.

2. Oversee financial planning, forecasting, budgeting, and fund flow management at the PR, SR, and SSR levels.

3. Consolidate financial reports for all of the HIV and TB grant components and subcomponents.

4. Conduct a thorough analysis and provide accurate and timely financial reports and Management Information Systems (MIS) to the project leadership and management committee.

5. Manage and coordinate various annual and semi-annual audit processes, including grant, statutory, and internal audits, by working in tandem with external auditors, finance teams, project leadership, and the management committee.

6. Together with project directors and component leads, drive the annual/semiannual financial forecasting process and ensure timely submission to the Global Fund.

7. Oversee and track fund flow and utilization at the PR, SR, and SSR levels, and notify project leadership of any potential shortages in a timely manner.

8. Proactively monitor all financial and fiduciary risks at the PR, SR, and SSR levels, recommend mitigation strategies, and promptly notify project leadership.

9. Implement a robust contracts management and financial reporting system; ensure that the contracts, payments and disbursements to sub-grantee partners are adhered to in a timely manner, the financial data and fund flow are steady; and support project’s operational requirements

10. Improve the overall efficiency of the finance department by updating and implementing all required financial policies, standard operating procedures, and sound accounting practices.

Sub-grantee Partner Management:

11. Conduct regular visits to sub-recipient organizations and sub-subrecipient (SSR) management to assist and guide them in developing strong financial policies and management systems, comprehensive guidelines and standard operating procedures (SOPs).

12. Track fund flow and utilization at the SR and SSR levels to ensure optimal value for money.

13. Establish a comprehensive financial monitoring system to closely monitor financial and fiduciary risks at the SR and SSR levels.

Human Resources and Administration Management:

14. Overseeing administrative and human resource teams to ensure that the project runs smoothly, economically, and uniformly.

15. Evaluate and improve the policies and standard operating procedures for human resource and administration management at the PR, SR, and SSR levels.

16. Ensure uniformity and efficiency in recruitment, promotion and payroll management at all levels.

17. Implement and oversee a comprehensive, ongoing training program for finance personnel at the PR, SR, and SSR levels, focusing on financial management, compliance, and procedural knowledge.

Others:

18. Serve as a liaison between the Global Fund, its Local Fund Agent (LFA), and auditors on all financial and statutory matters.

19. Engage with SAATHII's Management Committee and Board of Trustees, and provide them with regular financial and statutory updates.

20. Organize and lead monthly program-finance reviews with program leaders.

21. Organize ongoing training for the finance team.

22. Complete any additional tasks required by the project and/or organization.

Qualifications and Skills:

• Minimum of ten years of experience as a senior manager or director in the non-profit sector, with a focus on financial management, sub-grant management, and administration.

• Proven ability at the director level, overseeing financial management and sub-grant management of multi-state complex projects with tight deadlines and ambitious targets.

• A professional qualification (Chartered Accountancy, Cost Accounting, and/or MBA Finance) combined with a postgraduate or graduate degree in Commerce from a recognized university. Qualified Chartered Accountants with a postgraduate degree in commerce will be given more weight.

• Proven ability to manage large teams comprising of finance, procurement, human resources and administration management

• Proven ability to interface with donors and ensure compliance with the statutory requirements.

• Experience with developing grant and financial management systems

• Excellent oral and written communication skills in English, as well as at least basic Hindi speaking ability.

• Willingness to be based in New Delhi and travel extensively across all project states.

• Strong ability to train and mentor staff in accounting, financial management, program variance analysis, budgeting, and forecasting.

• Proficiency in computer skills, including internet use, MS Office™ software, and Tally accounting package.

• Strong analytical skills and experience creating monthly and quarterly status reports, MIS, and projections.

• Ability to work independently and collaboratively in a complex, multicultural environment.

• The ability to mentor individuals, teams, and organizations.

• Willingness to implement rigorous financial and risk management systems.

• Willingness to travel to partner/sub-recipient organizations, project operation sites, and the head office in Chennai.

• Previous leadership experience with GFATM will be given extra weight.

Remuneration: Salary will be commensurate with skills, qualifications, years ‘of experience, and current pay scale.
