Request for Proposal (RFP) Section: Enhancement of Safe Zindagi Platform (v.02)

YRG Care and Blue Lotus Advisory are seeking proposals from qualified consultants to garner comprehensive user feedback and conduct an internal assessment to help design tech evolution of sexual health platform – Safe Zindagi.in in Phase II.

Safe Zindagi (SZ) has been in operation for over three years now and offers comprehensive sexual health services to LGBTQ+ users across India (with emphasis on Delhi-NCR, Mumbai, Pune, Hyderabad) including Booking an HIV test, ordering PrEP, HIV Self testing kits, accessing counsellors and doctors (teleconsultation), accessing ART for those in need. During this period, SZ has proven to be efficacious in reaching its target, and helping its users learn and access sexual health services. 

To further strengthen the platform’s ability to serve the LGBTQ+ community better, YRG Care is now seeking a review to enhance the platform’s functionality and form. This will include detailed user feedback, review of technical strength (bugs and limitations in the current platform), evaluation of data analytics set up and utilization, establishing newer elements that will upgrade the platform with the best tech for the next 2-3 years, and a clear budget and timeline for this platform evolution. 

Scope of Work:

1.Assist in gathering detailed user feedback:

Categorization of end/mid-users into specific segments such as Online, PuP, Dating apps, Direct search, doctors, pharmacists, laboratory staff, and SHMs.

Develop survey matrix for each identified user category, with support from our internal team.

Deploy and analyse survey data.

Distil out core needs of users from our platform.

(this will be conducted by our team inhouse but review survey approach, and analyse data/distil core needs will be with the partnering agency)

2.Develop an archetype for platform refinement and functionality enhancement:

Examine user preferences and usability factors, including the preference for SHM over self-administration, service delivery, support systems, and targeted marketing strategies.

Establish what additive functionality is needed – on the platform, via social media, via human interface and via connection between physical centres and online platform. 

3.Conduct a systematic review of literature (And currently accessible) of (four) web-platforms in Asian and African and western countries (for a comparative analytic with the existing SZ platform

4 Detailed technical review of our current platform:

Review for bugs.

Review for analytical reports and data collated.

Check for technological updates. 

5. Recommend platform evolution that will be robust over the next 2-3 years. 

Based on user feedback and tech review.

Understand future for the platform.

Consider options for way forward:

Integration/partnerships

Teleconsultation integration through messaging apps or phone communication.

Services Expansion: Adding healthcare modules, such as cervical cancer screening/HPV management and mental health screening.

E-pharmacy module

Interlinkages between social media and website functionality

Projection of future of tech and its impact on Safe Zindagi service provision.

Recommended changes/upgrades in tech, functionality, additive elements incorporating generative AI. 

6.Provide pathway for development including costs and timelines: 

Recommend development pathway.

Outline all key costs for this platform enhancement.

Provide a recommended timeline for the platform enhancement process. 

Required Expertise: 

Experience in conducting user feedback and assessment studies in the healthcare IT sector.

Proficiency in data analysis, user behaviour studies, and market research.

Technical, programmatic, and IT expertise for internal assessment and identification of platform bugs and service gaps.

Understanding of digital health and LGBTQ+ challenges is a plus. 

Evaluation Criteria:

Experience and Expertise:

Demonstrated experience in conducting user feedback and assessment studies in the healthcare IT sector.

Expertise in data analysis, user behaviour studies, and market research.

Technical, programmatic, and IT expertise for internal assessment and identification of platform bugs and service gaps.

Proposed Methodology:

Clarity and comprehensiveness of the proposed approach in categorizing user segments and conducting surveys.

Sound methodology for analysing user preferences, usability factors, and proposed additional features.

Strategic capability in projecting the future functionality and tech specs of the platform.

Additional Feature Integration:

Soundness of the proposed additional features and their alignment with the platform's objectives.

Feasibility and innovation in integrating teleconsultation services and other suggested features.

Submission Guidelines:

Proposal Format: Submissions must be in electronic format and include the consultant's qualifications, proposed methodology, implementation plan, and any additional capabilities.

Scope of Work: The consultant is expected to adhere to the scope of work as outlined in the RFP and be responsive to any adjustments or refinements deemed necessary.

Deliverables: Detailed schedule for deliverables, milestones, and status reports to be submitted throughout the engagement.
