Background

Position: Head of Drivers

Location: Primary location will be Chakpikarong with freqeunt travel for work from Imphal and Moreh Duration: 9 months with possibility of renewal

Start Date : ASAP

We offer:

• Salary Gross INR 32050/- per month (non-negotiable).

1. MAIN PURPOSE :

Coordinating and controlling the operation of vehicles in one location according to traffic regulations and MSFI security rules and ensuring that the team of drivers perform properly their duties to ensure an adequate, efficient and safe transport of goods and people.

Maintain proper communication via mobile phones, and operating the communication equipment in accordance with the MSF security and safety protocols, and rules, in order to ensure quality of specific communications for the operational needs of the mission/projects

ACCOUNTABILITIES :

• Supervising the team of drivers and monitoring and evaluating their performance, ensuring compliance with all rules, safety regulations and MSFI instructions, as well as the maintenance and service of their assigned vehicles which includes preparing and overseeing the drivers' work schedule, ensuring daily and weekly checks of vehicles and the correct filling in of administration and vehicle logbook;

• Transporting MSFI personnel and material ensuring their safety when filling driver’s gap

• Performing monthly checks of the vehicle inventory, documentation and first aid kit together with the responsible driver and conducting a driving test for all new drivers. Performing regular drivers' sassements.

• Coordinating and supervising the associated resources (drivers) and fleet management to ensure adequate service in terms of organizing availability of drivers, vehicles to drive, duty rosters and replacements in case of absence, and fuel control. Organizing training courses for drivers.

• Checking and ensuring that safety procedures are met in vehicles to ensure that transportation is in the best conditions of safety for travelers.

• Reporting any problems with the vehicles (mechanical, accidents...) to the line manager / technical referent as well as preparing monthly reports on services, spare parts, consumption, etc. of each vehicle.

• Ensuring maintenance on the fleet of vehicles to be in perfect working order and that cars are serviced at the desired time to ensure good use of it and be able to deliver services.

• Looking after all equipment related to vehicles and driver. Ensuring the proper use of radios in vehicles, numbers and codes, according to MSFI protocols and procedures in place

2. CONTEXT SPECIFIC ACCOUNTABILITIES :

Movement monitoring:

• Ensuring that messages are well copied/passed to all people concerned during movements

• Records the messages in the movement contact log book

• Making phone contacts with reference bases (capital and/or field) according to communication rules/schedules.

• Forwards all information concerning the security and safety of the teams to the Project Coordinator.

• Monitoring and registering any movement, of people, and vehicles, at the project level (departure, arrival, number of passengers, route taken, and standard contact points) and informing the line manager(s) of any delays or deviations.

• Check that the communication equipment is working properly and immediately inform the line manager of any damage/loss/theft

• Maintain in clean and tidy condition the equipment, communication room, and premises.

• Install, operate and perform preventive maintenance checks on assigned equipment.

• Ensure and supervise that the phone’s batteries are charged, well maintained, and in proper working condition.

• Provide training and/or refresher training to drivers about the movement SOP in Manipur especially for new staff or visitor arriving in the project.

• To accompany movements outside project’s location as the security focal person of the trip,

• Follow up the movement lively, monitoring in real-time or monitor the centralized communication at the base and record it in the logbook. Promptly inform the appropriate recipient drivers starting from the base, upon arrival at destination and return to the base (RTB). Proactively ensuring and confirming in real time when, at specific time milestone, no response due to lack of coverage signaling either to the driver or to one of the passengers

• To do briefing and debriefing all passengers upon arrival in Safer air strip and before departure from the base

• Ensuring driver management in good and timely manner based on daily, weekly and monthly planning

When driving a MSFI vehicle:

• Maintains the MSFI vehicle under his care as per the guidelines laid down in the MSFI Transport & Fleet Policy, and the MSFI Vehicle Log Book.

• Carries out daily vehicle check-ups as described in the MSFI Vehicle Log Book before leaving the base.

• Responsible for the safety of all passengers in the vehicle, and ensures that passengers keep seat belts fastened at all times and follow any other safety procedures as described in the policy.

• Reports all damages and mechanical failures immediately to his supervisor.

• Follow up projects movements as per protocols

• Keeps accurate records of trips and fuel consumption in the MSFI Vehicle Log Book.

• Enquires for the daily movement schedule from the designated person.

• Keeps vehicles clean and tidy.

Requirements :

Education : Essential literacy and communication skills, driving license and basic mechanic skills

Experience : Minimum 2 years previous experience as a driver

Languages : Mission language and local language essential

Knowledge :

• Essential good knowledge of the area of work

• Essential experience with 4x4 vehicles

• Essential knowledge of basic mechanics
