About Samagra
 
Samagra is a USAID-funded, PSI-led project that aims to build a resilient urban health ecosystem that is responsive, affordable, and equitable, while also providing quality preventive, promotive, and curative primary health care to the urban poor.
 
The Intervention
 
Samagra partnered with Haqdarshak Empowerment Solutions Private Limited (Haqdarshak) an innovative social enterprise—to facilitate doorstep delivery of government entitlements, documents, and benefits to urban poor populations. The innovative approach was to design and roll out an integrated technology and last-mile entrepreneurship model to address barriers in accessing social entitlements especially among women, persons with disabilities and other vulnerable urban populations. The innovation was implemented primarily in Indore, with some work also done in a few slum settlements in Delhi.
 
As part of Samagra, elements of the Haqdarshak model were customized for implementing operations in urban India, refined to represent and reach the most vulnerable sections of the urban population, and added to enable institutional partnerships with the government health system. The partnership began in August 2021 and while the contractual relationship (funding) ended in July 2023, Haqdarshak continues partner with Samagra under the sustainability phase.
 
During the period between Aug ’21-Jul ’23, over 200,000 unique citizens in Indore were serviced with close to 300,000 benefits – during the project period approximately 200 entrepreneurs (Haqdarshikas) actively screened applicants and facilitated benefits. The top schemes / benefits provided to users are the ABHA id, PMJAY (Ayushman Bharat), Samagra ID (Madhya Pradesh ID), eShram card, Aadhar linkages to phone, etc, Ladli Behan and Ladli Lakshmi Yojana.
 
Haqdarshak is building on the learnings piloted through the Samagra funding in a self-sustainable manner, now self-funded by the enterprise, through a priced model – both for the entrepreneurs and the users. During the current sustainability phase, to manage commercial viability, 20-30% of the top performers continue to work, and are linked to a physical congregation point for social entitlements called the Yojana Kendra in Indore– one of the variants for sustainability tested under Samagra.
 
Scope of Work
 
PSI is looking for a research partner to conduct evaluation of this intervention. This evaluation seeks to comprehensively understand and provide actionable evidence for decision-making and implementation of social entitlements in the urban ecosystem.
 
The scope of work has two parts – Part A and Part B, and the organizations / agencies / companies / academic institutions can bid for either one or both the parts depending on their experience and competence.
 
4.1 Need for the Assessment
 
Through this assessment we aim to provide actionable evidence for decision making and implementation for identifying and mentoring entrepreneurs. We will also aim at drawing out the network and nodes of information, services, and support in the urban ecosystem of social entitlements. Additionally, this assessment also aims to provide inputs on how future investments in enterprise-driven solutions for health/social benefits might be shaped.   
 
4.2 Objectives of the Assessment
 
To understand formal and informal urban networks and nodes for accessing social entitlements
To arrive at behavioral and determinants that can help in segmenting last mile entrepreneurs / Haqdarshikas.
To assess the potential and possibilities for sustainability of the intervention
