The first order Parimal Rai issued after joining as the 16th Chandigarh adviser was to remove the makeshift wooden ramp on the staircase outside his office at Chandigarh Secretariat in Sector 9.
The order, within minutes of Rai?s joining, was said to have been issued because of its inconvenient placement. But with that first decision, Rai unwittingly highlighted one of the most glaring drawbacks of this otherwise modern city that is now aiming to be ?smart? ? most of its buildings and public spaces including markets and gardens are inaccessible and lack facilities for the disabled.
