From 2014 up to the first five months of 2016, five districts in Haryana effected a staggering 15,000 transfers of police personnel at the lower levels of the force, according to data accessed by The Indian Express through police sources.
The transfers in the five districts that come under the Hisar range ? Hisar, Sirsa, Jind, Bhiwani and Fatehabad ? are even more extraordinary when compared to other districts of Haryana, where transfers can be counted in double-digits.
According to police sources, the constant shuffle has left a long term impact on crime detection, investigation, prosecution, and conviction rates. It has also adversely affected the ability of police personnel in this particular range to build rapport with the community in the area of their deployment, a fact that came to the fore during February?s Jat quota stir.
