Program Head – Alternative Care (Udayan Ghar and Aftercare Program)

Location: New Delhi

Reports to: Managing Trustee

Section 2 | Purpose of the Role

Udayan Care seeks to engage socially committed individuals in bringing about a world in which each disadvantaged child enjoys a supportive family environment. Under its Udayan Ghar Program, under the juvenile laws of the country, the 13 children’s homes in Delhi and NCR region, Jaipur, and Kurukshetra, nurture children without parental care in the warmth of a family home, with a dedicated team of mentors, social workers, mental health professionals, and caregivers.

As a preventive measure, UC also provides children restored to their families with external support to strengthen them. The entire intervention complies with the Juvenile Justice law and policy framework in India and comes under the purview of “Alternative Care”.

Under the continuum of care approach, the Udayan Ghar Program extends into Aftercare Program for the young adults’ comprehensive development into productive citizens of the country.

The Program Head oversees the coordination and administration of all aspects of Alternative Care (Udayan Ghar, Aftercare, Alumni network, and Family support for reintegration) including holistic development and upholding the rights of all children and youth in care, maintaining standards of care as stipulated in Juvenile laws, hiring, training, supervising the program coordinators, documentation and timely reporting, ensuring statutory compliances, donor and financial management, maintaining relationships with mentors and volunteers, and also acts as a part of the senior leadership team of Udayan Care.

Accountability: The role reports to the Managing Trustee and works in close collaboration with the Senior Management/ Trustees of the organization.

Section 3 | Key Responsibilities

Strategy and Planning

• Create a comprehensive strategic framework for Alternative Care programs.

• Develop and implement an annual plan

Programmatic Excellence

• Develop and monitor the annual operating budget

• Develop and implement monitoring and evaluation systems and processes for the Program

• Strictly implement the safeguarding and child protection policy of the organization

• Provide overview and guidance and ensure strict implementation of all legal compliances related to childcare and children’s homes

• Create comprehensive reporting templates and ensure donor reports are of good quality and are delivered on time

• Ensure program documentation is completed on time and is of good quality – including regular updation to the Individual Care Plans for children

• Seek partners and nurture partnerships that provide value to the children – education, nutrition, physical and mental health, academic and extracurricular support, etc.

• Identify Program development opportunities through innovative methods of childcare and protection

• Create crisis management SOP to manage ‘crisis’ timely and effectively

• Review and update the manuals, SOPs, and policies related to the program as per the evolving domain understanding and compliance landscape

• Review and develop further Training Programs for staff, mentors, youth, and children

Stakeholder Management

• Create strong relationships with child protection agencies, government departments, police and administration, and legal fraternity

• Nurture and guide volunteers and mentors who have been associated with the program

• Network and represent Udayan Care to all relevant forums – NGOs, Government agencies, potential, and current donors

Team Management

• Identify the right talent for the program team – select and onboard them through a well-designed induction process

• Provide mature and wise leadership to the program team

• Manage the team’s aspirations and monitor their performance and career growth

• Build capacity through a structured and need-based learning and development program for both the professional and personal development of the team

• Practice conflict management principles when working with teams and volunteers

Section 4 | Experience and Qualifications

Essential Experience

• Work experience of at least 15 years (preferably in the development sector)

• A minimum of 5-7 years of experience in child rights/ institutional care issues

• Good knowledge of Program Management and handling teams

• Sound knowledge of the Juvenile Justice Act, Mission Vatsalya, and child rights and child protection practices and norms in India

Eduational Qualifications

• Masters in Social Sciences/Arts/Law

Skills and Knowledge

• Collaborative style

• Excellent writing/editing and verbal communication skills

• Excellent skills in managing resources and donor reporting

• Self-starter, able to work independently and with the team; enjoys creating and implementing new initiatives

• An ability to work successfully under pressure with the capacity to manage competing priorities and deliver to deadlines.

• Strong personal and social values.

• Good team player and people management skills
