1.1 William J. Clinton Foundation, New Delhi invites interested and capable agencies to submit proposals for “Pan India Cab Hiring Service”.

Proposals received after the due date and any other email ID other than indiaprocurement@wjcf.in will not be considered. 

2. BACKGROUND

2.1 WJCF is a health organisation committed to saving lives and reducing the burden of disease while strengthening and sustaining high-quality health systems. WJCF has been working in India since 2007 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the both the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes for people living with HIV/AIDS, TB, Hep C, and providing effective care and treatment for children suffering from malnutrition, diarrhoea, pneumonia, and malaria. WJCF focusses on improving market dynamics for medicines and diagnostics, lowering prices for treatment, accelerating access to life-saving technologies, and helping build capacity required for high-quality care and treatment programs.

2.2 This Request for Proposals (RFP) and particularly the Guidelines for Preparing Proposals that follow, are designed to help Respondents to produce proposals that are acceptable to the WJCF, and to ensure that all proposals are given equal consideration. It is essential, therefore, that Respondents provide complete information that is requested, and in the formats and on the terms specified. 

3. General instructions and considerations

3.1 These instructions should be read in conjunction with information contained in the enclosed Scope of Service and in any accompanying documents within this RFP.

3.2 This Request for Proposals (RFP) to provide WJCF with relevant information to undertake “Request for Proposal for Selection of agency for “Pan India Cab Hiring Service”.

3.3 WJCF is not bound to accept the lowest priced, or any, proposal. WJCF reserves the right to request any (or all) Agencies to meet with WJCF to clarify their proposal(s) without commitment.

3.4 Agencies are responsible for all costs associated with proposal preparation and submission of bid. WJCF shall, under no circumstances be responsible or liable for those costs, regardless of the conduct or outcome of the selection process.

3.5 Agencies are neither allowed to join hands to participate in the bid or allowed to submit multiple bids. In cases of detection of such activity their bid(s) is/are liable to be rejected. Proposal through consortium/joint venture is not allowed. 

4. Conflict of Interest

4.1 Agencies must disclose in their proposal details of any circumstances, including personal, financial and business activities that will, or might, give rise to a conflict of interest or any circumstances that may raise justifiable doubts as to the independence or impartially of WJCF in relation to this competitive selection process. This disclosure must extend to all personnel / resources proposed to undertake the work.

4.2 In the event that an Agency identifies any potential conflicts or any circumstances that may raise justifiable doubles as to the independence or impartiality of WJCF in relation this competitive selection process then the agency must disclose such conflict of interest and/or circumstance(s) and state how they intend to avoid any impact arising from such conflicts or circumstances. The William J Clinton Foundation (WJCF) reserves the right to reject any proposals which, in the WJCF’s opinion, give rise, or could potentially give rise to, a conflict of interest or a circumstances that may raise justifiable doubts as to the independence or impartiality or WJCF’s in relation to this competitive selection process. 

5. Submission of Proposas

Agencies are requested to submit two separate files for technical and financial proposal along with all requisite documentation must be submitted to indiaprocurement@wjcf.in no later than, April 30, 2024 by 23:59 Indian Standard Time.

The technical file should contain the technical proposal and be titled TECHNICAL PROPOSAL: (name of agency). This must not contain any financial information, as this may result in disqualification.

The financial file should contain the financial proposal and be titled FINANCIAL PROPOSAL: (name of agency). The template for the same is attached as Annexure 1.

The email's subject line must contain the reference number and title of the RFP: RFP: Provision of Pan India Cab Hiring Services.

The financial proposal must be password protected. The procurement team from WJCF authorized will contact the agencies that qualify for the password to open the financial proposal. Agencies must not send the password to the financial proposal until they are requested to do so by the WJCF procurement team. Financial proposals that are submitted without password protection may be rejected for non-compliance.

Late/incomplete proposals will not be accepted under any circumstance. Any proposals received by WJCF after the prescribed deadline for submission of proposal will be summarily rejected. WJCF shall not be responsible for any delay or non-receipt/non-delivery of the documents. No further correspondence on this subject will be entertained. WJCF shall not be responsible to inform any agency of any deficiency/incomplete information in relation to any proposal and reserves its rights to summarily reject any proposal that is incomplete 

Only those agencies who are short-listed will receive an acknowledgment and will be invited for a personal interaction and presentation at their own cost and expenditure. The interaction/presentation will be held either at the WJCF office in Delhi (40, Okhla Industrial Estate, Phase-III, New Delhi – 110020) or through video conferencing or another online medium.

Information relating to the evaluation of proposals and recommendations concerning the selection of Firms will not be disclosed to Firms that submit proposals
