Position: Consultant – (Communications – National Care Leavers Network) (NCLN)
Number of Vacancies: 1
Location: Delhi/NCR, India (blended)
Nature of position: Consultant
Duration: 11 months
Languages Required: English, Hind
Summary of Position
The Juvenile Justice (Care and Protection of Children) Act, 2015 and the Juvenile Justice (Care and Protection of Children) Model Rules, 2016 contain legal provisions that make Aftercare of children, who have attained the age of eighteen years and are leaving a Child Care Institution, the responsibility of the state, for three years, and in exceptional circumstances, for two additional years. The National Youth Policy, in 2014, states that “while the government is working to create support and rehabilitation systems for youth at risk, it is essential to simultaneously build systems to ensure that youth are not forced to put themselves into situations that constitute physical or mental risk. A targeted awareness and outreach program for youth that are likely to be at risk must be developed and undertaken as a matter of priority.” In this context, Aide et Action through its Guwahati Regional Office will be implementing the “Facilitating effective transition of care leavers from Alternative Care to Independence” project supported and funded by UNICEF, Delhi,India office. The project aims at building a National Level association of all State Care Leavers associations to provide a pan-India support platform for care leavers. The initiative shall function as the hub for various initiatives supporting Care Leavers across the country and facilitating common grounds that shall help in facilitating effective mainstreaming of the Care Leavers in the country.
The Mission Vatsalaya outlines After-care with aim to support the children who are leaving a childcare institution on completion of 18 years of age by providing them with financial support to facilitate their re-integration into mainstream of society. Such support may be given from the age of 18 years up to 21 years, extendable up to 23 years of age to help her/him become self-dependent. In spirit of above, many states have formal or informal networks of care leavers. The networks are essentially involved in supporting care leavers with legal identity documents, housing, job placement and mental-emotional support for their overall wellbeing. Many networks are still at a developing stage and progressing towards being self-reliant and sustainable. Many states are yet to form networks or formally bring together careleavers. Here also, the challenge is to ensure active participation by females and to reach-out to even vulnerable groups like physically and mentally challenged groups, those who are HIV/AIDS infected and those who are from LGBTQ+ community. In short, the care experienced groups is in itself a vulnerable section and there is even more vulnerability among them. Many of them are not traceable with no proper database at state or national level. Thus, this programme aims to further expand and strengthen the national level platform for careleavers towards sustainability. The National Care Leavers Network is an independent body of care leavers, owned, managed, and run by care leavers themselves. An external body comprising of representatives from NGO, government and other stakeholders may provide handholding support for a short period of time till the collective is up and running on its own, and systems of leadership, membership and operations are set up. Specifically, the initiative aims to promote the setting up of care leavers networks in all states and facilitate the creation of an umbrella national care leavers network that works as a federation of all state level associations and NGO led networks. Currently the core membership of National Care Leavers Network is 35 careleavers from nine states.
