Position - Consultant

Duration - 6 months

Location - Patna

Format - Freelance consulting  

KPMG is one of the four consortium partners for a project titled “India Partnership for Early Learning (IPEL)” supported by USAID in India which aims to improve learning outcomes in foundational stages (pre-primary to Grade 3) through a system strengthening approach in four states, namely UP, Jharkhand, Bihar and Municipal Corporation of Delhi. As a part of the project, one of the commitments of KPMG is to understand state finances for Education and support them in utilizing them to achieve FLN/NIPUN goals.  

Key responsibilities include:  

Conduct meetings with key district/ state officials and departments (including Education, WCD, Finance among others) at district and state level

Identify and map foundational learning priorities and programs, existing budgets, funding sources, funding gaps

Assist in developing a contextualized strategy for leveraging discretionary funds available at state, district, ULB and/ or Panchayat level towards FLN

Assist in defining and implementing strategy for improvement in tracking of education budget at all levels- local government body, district, and state  

Qualifications and experience:  

MBA or Masters in a relevant field such as Finance, Economics, Education, Political Science or other social science fields from a leading institution

At least 2 – 3 years of experience in Public Finance in education and good knowledge of various schemes in education

Research publications in reputed journals on and around public financing in school education in India would be a plus

Experience of working in a multi-stakeholder environment including government stakeholders

Excellent context of the state of Bihar and connects within departments, especially Education Department and district level
