Background
The Family Planning Association of India (FPA India) is a national voluntary organization working towards sexual and reproductive health and rights (SRHR) since 1949. FPA India works on a wide range of SRH issues encompassing FP, Comprehensive Sexuality Education, MCH, HIV, safe abortion, reproductive tract cancer screening, and prevention and mitigation of gender-based violence (GBV). Key strategies include ensuring access to high-quality SRH information and services; capacity building of health care providers and community volunteers on SRHR issues; engaging with communities and individuals to change gender disparity and promote SRHR; and advocacy for policy change at the national and state level.
Addressing Reproductive Coercion in Health Settings (ARCHES) Model in India
Agency for All is a consortium-led Project that generates and applies evidence on agency, empowerment, and effective SBC strategies to convert intention into action to improve health. There are several projects under Agency for All, including ARCHES. Addressing Reproductive Coercion in Health Settings (ARCHES) is centered on learning and adaptation of the ARCHES model.
Reproductive coercion is a form of intimate partner violence that comprises behaviors that interfere with contraceptive access or use, or pregnancy decisions of one partner. There are three types of reproductive coercion: 1) contraceptive sabotage (interfering with a partner's use of contraception); 2) pregnancy coercion (pressuring a partner to get pregnant); and 3) abortion coercion (pressuring a partner to have or not have an abortion against their will). Addressing Reproductive Coercion in Health Settings (ARCHES) is implemented by trained providers within routine family planning services who educate women on reproductive coercion and strategies for contraception use with lower risk of detection from partners or other family members, so that women can use their preferred method despite pressure or coercion from others. Clients are provided an opportunity to disclose reproductive coercion or other forms of IPV via screening questions and, if disclosing IPV, offered to be connected to IPV services. To date, ARCHES has been adapted in four countries across three continents. In Year 1 of Agency for All, the project aims to document the adaptation approaches to support pilot implementation in both FPAI and Govt Clinics, specifically in year 1, the proposed plan is to conduct multi-level needs assessment, co-create sustainable model and implementation package, and implement feasibility pilot.
The purpose of this consultancy is to plan and conduct the activities of the first stage of ARCHES adaptation in India which includes needs and facility assessments, key informant Interviews (KIIs) and focus group discussions (FGDs) and in-depth consultations to help design protocols and prototypes for ARCHES in India based on stakeholders’ inputs and specific to different SRH service delivery models and facilities. The detailed scope of work and expected deliverables is mentioned below.
Scope of Work
The consultant will be responsible for co-designing and implementing the ARCHES adaptation process in Gwalior District, Madhya Pradesh which would involve collecting, coordinating, and analyzing of the data, facilitating consultations, and preparing different reports and briefing notes. The consultant will be responsible for documenting the various interviews, group discussions and workshops planned for this stage of ARCHES adaptation in India. The consultant will co-organize and facilitate the co-creation design workshop with FPAI and partners and will be responsible for the overall documentation and submission of reports about this workshop and other relevant activities.
Specific tasks include
Co-design the process of ARCHES adaptation in India based on input from FPAI and partners
Recruit and manage a team of 2 researchers preferably to be based and/or can relocate to Gwalior during this stage of the project.
Conduct the activities of the participatory assessment (site visits, key informant interviews, focus group discussions, consultations).
Contribute to any needed literature and desk review document.
Development of assessment research tools, consent, and other needed forms in consultation with FPAI /IPPF and UCSD.
Train the field researchers on using the tools and agreed on methodology of the assessments
Conduct the assessment and individual and groups consultations with the identified stakeholders
Analyse the data collected and prepare reports
Organize, co-facilitate, and document the advisory group meetings
Organize, facilitate, and deliver the report on the co-creation design workshop on ARCHES adaptation in India
Draft a final report which includes evidence informed insights and learnings on the feasibility of ARCHES adaptation in both FPAI and Government FP service delivery

Prior experience
Managing and conducting research/formative research (mixed methods)/needs assessments
Experience in Human Centered Design (HCD) Methodology
Facilitating consultations and KIIs to inform program design
Facility-based quality improvement interventions in India
Working with government and knowledge about Govt health systems in India
Prior experience in working in the family planning, sexual and reproductive health, SGBV sector
