II. Organizational Context
A. Background of the Project:
The Government of India has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of Scheduled Tribes (STs) constituting 8.6% of the India’s total population as their human development indicators with regards to health, education, gender and other indices are well below the national
average.
The Ministry of Tribal Affairs (MoTA) being the nodal Ministry for overall policy, planning and coordination of programmes for development of STs, has been pursuing the agenda of inclusive growth with Central and State governments to address the critical gaps in development of STs. Various schemes and programmes are being implemented by MoTA such as Special Central Assistance to Tribal Sub Scheme (SCA to TSS); Grant under Article 275(1) of the Constitution of India; Post-Matric Scholarship for ST Students; Conservation -cum Development Plan for Particularly Vulnerable Tribal Groups, Grant to Aid toTribal Research Institutes etc. for development of the STs in addition to implementation of the rights-based legislation – Forest Rights Act 2006.
The Centre of Excellence recognised by the Ministry of Tribal Affairs is an institute/organization of National or Inter National repute with potential to undertake action research in the fields of tribal development. In order to support the research studies on regular basis, Ministry of Tribal Affairs has been considering to identify institutes / organisations of Centre of Excellence to involve them for working out a long term and policy oriented research
studies for the development of tribals of the country. Further, the scholarship division of the Ministry provides financial assistance to States/ Individual beneficiaries/ Institutes as per schematic norms. Under these scholarship
schemes, around 30 lakh ST students are being covered for financial assistance through DBT mode.
Under the MoTA-UNDP project, technical support will be provided to further develop the Scholarships Portals with focus on the unique and special situation/needs of each group as well as provide monitoring support for its effective implementation. Further, the technical support will be provided in constant data management in the Ministry, follow-up, meetings for deliverable indicators and qualitative and quantitative achievements of the Centre of
Excellences (COEs).
III. Job Purpose and Scope of work
A. Main Purpose:
UNDP proposes to engage a Project Associate - Scholarship and Centre of Excellence (COE) who will provide technical support in portal management, upgradation, technical and coordination support to MoTA for strengthening and monitoring the Centre of Excellence and Scholarship Program recognized by the Ministry of Tribal Affairs.
B. Project implementation:
The Scholarship and COE Associate will be part of the Central Project Management Unit (CPMU) and s/he will ensure the engagement of all direct stakeholders and delivery of project objectives with other team members.
C. Duties and Responsibilities:
• Examine and analyze proposals received by the recognized Centre of Excellences (COE) within the Ministry in alignment with specified objectives.
• Facilitate collaboration with cross-functional departments and external organizations to coordinate periodic meetings with the COEs.
• Coordinate meetings with the COEs, including drafting minutes, and subsequently seek approval for the minutes.
• Undertake effective data management strategies to track progress and achievements in accordance with predefined targets.
• Facilitate coordination and prompt follow-up with stakeholders to ensure timely completion of deliverables.
• Review evaluation reports and draft recommendations for consideration of the next steps or course of action.
• Engage in regular follow-ups with States and UTs to ensure timely submission of data in accordance with the revised format on the DBT tribal portal. Coordinate with the respective state authorities to ensure the quality of data within the scholarship schemes.
• Undertake gap analysis regarding KPIs designed by NITI Aayog, PMO dashboard, MoTA dashboard and other purposes required from time to time.
• Provide support in preparing alumni module for the students who have completed their studies with the help of Scholarship under the Central Sector Scheme.
• Facilitate coordination for exposure visits of students organized by the Ministry throughout the year, such as the Republic Day celebration and experience-sharing sessions.
• Any other related tasks as may be required or assigned by the supervisor.
IV. Institutional Arrangement
Reporting Structure:
• The consultant will directly report to the Director, Ministry of Tribal Affairs, Government of India and will work under the overall supervision of the Programme Lead, Tribal Development UNDP.
V. Qualifications and Competencies
1. Min. academic education:
• A first level university degree (bachelor’s degree) in Social Sciences, education, rural development, development management, social work, public policy or related field is required. An advanced university degree (master’s degree or equivalent) in a similar field will be given advantage.
2. Min. years of relevant work experience:
• Up to 4 years (with Master’s degree) or minimum 4 years (with Bachelor’s
degree) of experience in the similar field - development management/
studies, rural development, social work, public policy.
3. Required skills:
• Demonstrated understanding of tribal development related schemes/
programmes, especially education
• Experience in documentation and preparation of reports on development
issues.
• At least one year of experience of working in government/international
agency funded projects.
• Good knowledge and experience with Tribal development related
schemes and legislations.
• Knowledge of MIS and data analysis.
• Ability to use information and communication technology as a tool and
resource.
4. Desired skills:
• High-level of IT/computing skills (minimum: Microsoft Outlook, Word,
Excel, PowerPoint)
• Knowledge of and experience in gender mainstreaming is an asset.
• Brings visibility and sensitizes decision makers to relevant emerging issues.
5. Required Language(s):
• Excellent knowledge of written and spoken English and Hindi is essential.
