Terms of Reference 

Development of the Gender, Equality and Social Inclusion (GESI) Framework and undertaking Capacity Building Workshops 

BACKGROUND 

In what can be truly called the ‘Infrastructure Decade,’ the World Economic Forum in 2019 estimated that countries globally will need to invest about $100 trillion in the next 10 years. The need for the replacement of existing infrastructure, access to affordable energy, clean drinking water, and the overarching promise of the 2030 Agenda for Sustainable Development, will provide a significant thrust to the massive infrastructure spending. Factors such as rapid urbanization, technological advancements, and a surge in population will necessitate over $7 trillion in infrastructure investment annually, thrice the current level of investments. According to the World Economic Forum, despite the coronavirus pandemic, more than 2,500 projects globally were announced with total investments of over $800 billion in 2020. 

There is an opportunity for infrastructure leadership and models that will address gaps in data and technical capacity to mainstream resilience into all infrastructure programming. The Coalition for Disaster Resilient Infrastructure (CDRI), a partnership of national governments, UN agencies and programs, multilateral development banks and financing mechanisms, the private sector, and knowledge institutions, aims to promote the resilience of new and existing infrastructure systems to climate and disaster risks. Since its inception in 2019, the Coalition has been expanding its global footprint and deepening its engagement across member countries to promote disaster resilient infrastructure. As of October 2022, the CDRI had a total of 31 member countries including three newly added countries i.e., Madagascar, South Sudan, and Tajikistan. 

CDRI aims to address the challenges of building resilience into infrastructure systems and associated development. It provides a forum for countries at all stages of development to access knowledge and resources from other members, to make their infrastructure resilient, and thus, contribute to each other’s economic growth and progress. It promotes the rapid development of resilient infrastructure to respond to the Sustainable Development Goals’ imperatives of expanding universal access to basic services, enabling prosperity and decent work. 

In 2021, USAID/India awarded a cooperative agreement to Miyamoto International for providing institutional support to the CDRI and help build a functioning Secretariat. The ongoing support is bolstering the capacity of the CDRI Secretariat to implement its strategic priorities: technical support and capacity-building, research and knowledge management, and advocacy and partnerships for disaster and climate resilient infrastructure worldwide. 

As the USAID’s implementing partner, Miyamoto International (Miyamoto) is a global, multi-hazard engineering and disaster risk management firm that builds resilience to sustain economies, safeguard communities, and save lives globally. Built on decades of engineering expertise through the frontline experience of responding to more than one hundred disasters, Miyamoto’s specialists support how partners address the economic, political, social, sustainability, and resiliency challenges in disaster risk reduction and post-disaster recovery and reconstruction. 

The goal is to strengthen the technical and institutional capacity of CDRI. Through USAID’s support to CDRI, the program is focused on technical support, capacity building, knowledge management, and exchange, as well as advocacy and communications. The program approach emphasizes partnership in implementation and forms the basis of the proposed overall project strategy. Key approaches include: 

Co-creation: Work planning and related deliverables are co-developed with the CDRI leadership and USAID/India to support CDRI in achieving its mandate, strategic priorities, and work plans. Programmatic activities will be reviewed, scaled up, and taken forward together using adaptive management throughout the implementation process. 

Collaborative learning and embedded experts: To strengthen the existing capacity of CDRI, selected key experts (KEs) have been embedded within the institution. These experts bring a depth of sectoral and advisory expertise, including experiences in the Indian and broader operating contexts. Technical knowledge and expertise are also leveraged through Miyamoto’s regional and global networks. 

PROPOSAL SUBMISSION: 

The consultant needs to submit the proposals including expression of interest, team strength, samples of previous relevant work, etc. The consultant must enclose a proposal detailing the approach and methodology for undertaking this assignment. 

TECHNICAL PROPOSAL 

CVs of the proposed trainers/ facilitators 

References/ Testimonials from two organizations where similar workshops were conducted. 

Examples of the GESI Frameworks developed in the past. 

Fluency in spoken and written English is essential. 

Outline, Approach and Methodology for undertaking the workshop. 

Only shortlisted consultants will be contacted and might be called for a face-to-face interaction with the panel. 

Any incomplete application or process deviation, the proposals will automatically be rejected. 

Proposals received after the prescribed deadline will not be considered. 

The "Technical proposal" should include the description of the firm/organization, the firm’s general experience in the field of assignment, the qualification and competency of the personnel proposed for the assignment, and a few samples of similar assignments completed in the past. The Service Provider shall ensure the preparation of a Detailed Technical Proposal in accordance with documentation. to this RFP. The Technical Proposal should not contain any cost information whatsoever. 

FINANCIAL PROPOSAL 

Detailed financial quotation 

Copy of PAN, GST (if applicable), Bank details, MSME certificate etc.

 The tax deduction will be applicable as per GoI. 

The “Financial Proposal” should contain a detailed price offer for the services. The Detailed Financial Proposal shall be in accordance with the instructions mentioned above in this RFP. 

Proposals through email are invited from the reputed Consultant for the aforesaid purpose. The proposal should include the "Technical" and "Financial" details. 

Two separate proposals are required to be submitted - Technical and Financial Proposal.  The interested service provider must submit their proposals in two separate emails. The email should clearly state in the subject line - "Technical Proposal –Service Provider" and "Financial Proposal - Service Provider" to procurementcdri@miyamotointernational.com by May 10, 2024 

 The "Technical proposal" should include the description of the firm/organization, the firm’s general experience in the field of assignment, the qualification and competency of the personnel proposed for the assignment, and a few samples of similar assignments completed in the past. The Service Provider shall ensure the preparation of a Detailed Technical Proposal in accordance with documentation as detailed in Annexure–1. to this RFP. The Technical Proposal should not contain any cost information whatsoever. 

 The “Financial Proposal” should contain a detailed price offer for the services. The Detailed Financial Proposal shall be in accordance with instructions in Annexure-2 to this RFP.

“Financial Proposal” shall remain password-protected, and such password shall be obtained by the procurement committee appointed by Miyamoto after the Technical Qualification of the Proposal submitted by the bidder.
