Role or Purpose of Position

The M&E Officer Consultant will work with VA’s country team in India to support the monitoring of programme activities as per the M&E plan. The consultant will also be responsible for collecting, analysing, and reviewing data, organizing review meetings to share progress updates, providing feedback, and supporting the compilation of periodic and annual reports. The consultant will work closely with State Programme Officer Consultants (SPOs) and program partner staff to ensure timely collection of data and compilation of progress related to programme indicators. The consultant will also support the review of HMIS (Health Information Management System) data shared by state/UT governments and liaison with partner organizations, caregivers, and local health and/or Integrated Child Development Scheme (ICDS) department officials. 

Major Duties and Responsibilities

The consultant will have the following duties and responsibilities:

Prepare drafts of tools/forms/checklists for monitoring of programme activities and support to collect data for project output and outcome indicators

Support to manage the relevant databases and dashboards and contribute to activities related to development and implementation of new systems and/or tools aimed at strengthening overall M&E practices

Work with SPOs and collect data on programme indicators including HMIS data (as per the M&E plan) and undertake regular training and capacity building on data collection tools, reporting forms/templates

Collate, analyse, review data and share timely updates on progress, coverage and other indicators with Programs team

Monitor the quality of data, including that of the partner NGOs, to ensure accuracy, timeliness, and ethical standards

Synthesize results and disseminate them internally and externally through presentations, reports, briefs, and publications and for donor reporting

Organize and/or facilitate training and capacity building sessions on M&E tools & practices, data systems, reporting, and analysis for SPOs and partners

Support the M&E Advisor & Programme consultants to prepare monthly, quarterly, and annual reports

Conduct on-site monitoring and supportive visits to the program partners under the VAI grant and share findings and actionable next steps

Participate in local, regional, and national meetings, as requested by leadership 

Knowledge, Skills, and Abilities

Minimum 5 years of experience in the design and implementation of M&E frameworks, data collection tools (questionnaires/checklists/online forms), data analysis, surveys, use of statistical softwares for analysis, compiling project reports

Experience of using MS-Excel and/or software, or online solutions for data analysis

Master’s degree or equivalent in Statistics, Economics, Public Health, or other relevant fields

Fluency in written and spoken English, spoken and written knowledge of Hindi and or other regional languages (preferred)
