About Girls’ Education Programme
Room to Read’s (RtR) Girls’ Education Program (GEP) ensures that girls complete secondary school and have the skills to negotiate key life decisions. In India, since 2004, the program has benefitted over 14000 girls across 7 states- Andhra Pradesh, Chhattisgarh, Delhi, Madhya Pradesh, Rajasthan, Telangana and Uttarakhand. Over the years, the program has witnessed powerful stories of change, has led to best practices to learn from, and innovative strategies to celebrate and share. Our program reinforces girls’ commitment to their own education, works with girls to develop essential life skills and increases support for girls’ education among their parents, school staff, and communities.
Position Overview
The Girls’ Education Program (GEP) consultant will be in a key position working in strategic role with government schools, teachers, spends the majority of his or her time for technical collaboration, negotiation and relationship building with the key govt officials. He/She will also spend time to plan and execute various capacity building activities of the govt stakeholders in consultation with the concerned state level officials. He/She will also visit the schools, observe the programme on ground and support the govt to strengthen the processes for effective implementation of the programme in the schools. He/She will support the state GEP concerned supervisors in carrying out the activities of the program. The position will be office based and will involve frequent travel to the areas of work and the govt. The work will entail scaling up of lifeskills to the adolescent girls in the schools through technical partnership with the state education department. The person will be primarily responsible for strengthening linkages with the govt and documentation and report writings to submit to the government.
Key tasks include
Plan and implement the overall project activities, develop report, conduct meetings, workshops and training activities with the govt and submitting the reports and data to the govt on timely basis. The consultant will be working full-time on this project and will be responsible for overall implementation and monitoring of the project with the close collaboration with the govt.
Timeline
Consultancy assignment duration will be from May 2024 to December 2024.
Deliverables by the consultant
The Roles & Responsibilities of the consultant will be primarily of technical collaboration with the state education department promoting life skills to the adolescent girls within the possible education institutions across the state. 60% of Her/His time will be around visiting govt officials for negotiations, discussions and liaisoning for technical collaboration to scale up the life skills. 20% of His/her time will be capacity building of the stakeholders and contextualisation. The major role of the Consultant lies with the below mentioned areas.
Planning, Budgeting, and execution of the program activities
Negotiation & Liaisoning with the state Government
Capacity building of the stakeholders
Review and Monitoring visits to the schools.
Reporting & Documentation
Other agreements by the consultant
Work from the Telangana State Office of Room to Read and be willing to travel to the project locations as per project requirements.
Participate in orientation meetings/trainings by Room to Read.
Share the status of work daily to the program focal point by creating an activity tracker.
Participate in debriefing meetings with Room to Read to discuss data collection experience, raise any areas of potential concern, and recommend any improvements to the process for future.
Securely store the data with full confidentiality and submit the entire data with the program Department of Room to Read India Trust.
Take prior consent of the stakeholders before performing the assignment in every aspect.
Qualifications
Master’s in education /social sciences /social work, or equivalent from a reputable institution.
3-5 years of relevant experience in girls’ education, gender equality, working in collaboration with government and project management.
Familiarity with various programs and organizations in the field of girls’ education and gender equality in the state
Demonstrated ability to undertake, interpret and analyse the issues of girls education and gender equality related data and reports, learning briefs, case stories.
Good verbal and written communication skills in English, Hindi.
Knowledge/ training in girls’ education and gender equality will be an added advantage.
Technical Evaluation Criteria
Professional Consultant / Academic background with demonstrated experience in girls’ education and gender equality areas along with the close working experience working with the govt especially the education departments in the state. Score - out of 5.
Demonstrated experience in adolescent issues, girls’ rights, gender and development issues. In addition, documentation of reports, case stories and anecdotes. (Assessed by the work samples submitted and review of CV) Score - out of 5.
Understanding of scope of work. Score - out of 5 (Assessed through the synopsis of proposal/assignments shared during interviews)
Ability to juggle multiple assignments, work with limited supervision and to meet the given deadlines and adhere to the RtR guidelines. Score - out of 5 (Assessed through interview responses)
Payment Terms
The consultant will receive monthly pay-out based on the submission of agreed deliverables.
The consultant will have to submit an approved invoice along with timesheet to claim payments by 25th day of every month.
All project-related travel expenses will be covered by the Consultant and will be reimbursed upon submission of supporting documents, under the TA-GEP budget.
