Duration of contract:         One year, renewable each year

Program ACCELERATE, is a PEPFAR & USAID- supported HIV/AIDS program aimed at improving health outcomes among key and vulnerable populations program in India. The effort is being led by Johns Hopkins University School of Medicine (JHU SOM) and includes partners The Fenway Institute (TFI), YR Gaitonde Centre for AIDS Research and Education (YRGCARE) and Blue Lotus Advisory (BLA). 

The Deputy Chief of Party will be instrumental in providing vision, leadership, and direction to the program. Working closely with the Chief of Party, MEL Director, and Finance Director, they will ensure the strategic programmatic, technical, and financial integrity for operational and project quality. The Deputy Chief of Party will be responsible for assisting in key decisions, solving problems in short timeframes, and assisting in instructing the team in building essential alliances in India and internationally. 

This position is contingent upon award and annual funding from USAID. 

Duties and Responsibilities

Lead the development of ROP/COP workplans, monitor & support their execution

Ensure coordination, communication and collaboration across the team, specifically JHU and sub-awards

Conduct weekly team meeting(s), for ensuring timelines and deliverables across prioritized activities

Create a direct interface with program implementation teams in collaboration with sub-award leads (Implementation Director, Project Lead) for guiding implementation in line with NACO, PEPFAR, USAID directives

Review operations management jointly with COP and Director (Finance)

Support ACCELERATE-related collaborative initiatives across JHU/CIDI/GKII

Timely drafting, review and submission of QPR, APR, mandatory reporting

Conduct bi-weekly thematic/geographic meetings as mandated by AOR

Technical, administrative support and weekly reporting to AOR

Lead in visits, documentation requirements and support requests from USAID/USG

Provide technical assistance and monitor specific partnerships based on their goals/objectives/targets of USAID subpartners

Ensure timely submission of reports

Working with NACO officers/consultants in line with COP’s plan for engagement

Ensuring necessary data undertaking, disclosure, workplan and approvals for project implementation

Highlight SACS/state-related issues (as needed) with concerned divisions

Ensure conducting of state review/monitoring mechanisms

Work with state teams to ensure integration in annual action plans (as required)

Ensure SACS consensus on workplan/priority activities 

Preferred Education, Training and Experience:

Demonstrated experience in implementing HIV and health programmes in India.

Minimum 10 years of experience in a leadership role successfully managing large, multi-year international health sector development projects that have implemented successful activities in the HIV/AIDS or communicable diseases field.

Advanced degree in public health or related field.

Experience serving at a senior-level management position.

Experience working with international non-profit organizations.

Experience working in collaboration with the Indian Government and international technical agencies.

Experience working with US donor-funded programs including USAID.

In-depth knowledge of USAID regulations, compliance, and reporting requirements.

Proven track of record monitoring budgets and expenses to stay within obligations.

Other requirements

Computer skills, including Microsoft Word, Excel and Power Point.

Excellent written and oral communication skills.

Fluency in written and spoken English and Hindi.

Ability to work with minimal supervision.

Proven ability to work proactively, balance multiple priorities, remain flexible and execute tasks in an efficient and timely manner.

Ability to work well on a team and coordinate effectively across diverse work styles.

Ability to travel nationally and internationally at least 30%.
